me and my stepbro have toons on my account he just brought the game and he wants to know if he can transfer one of his toons to his account, would i or he have to pay to take his toon to his account does anyone know???? and i am back from Italy and wow what a country, very beatiful and loved the beaches lol.....

Nope. No can do. Characters are account specific. In fact, two people on one account (barring the whole minor/guardian debate) is a no-no also. Of course THAT isnt too strictly enforced, but if you have someone else running a character on your account and they become such a pinhead as to get your account banned/suspended; saying that it was someone else doing that will not get your account back in good standing. The owner is responsible for all actions on the account.
If you could move a character to another account it would bring a whole new meaning to selling toons and gold farming. So; not going to happen. Sorry.
You can of course recreate his toon on another account and just team and level him quickly. Set him to Relentless/Invincible and use your higher level character to run through the missions and get him the high end bonus. The 'Poor Man's Power Leveling' method.
