but i still cannot figured out how to creat one

I'm sorry.
I don't think we have anyone posting here who knows how to do it and knows Korean as well.
Bit US/EU centric site this here.
I do know from the US version that the trick is to read carefully the steps that PlayNC is giving you and whatever error-messages crop up. Don't think you know what it says half way through the message. if you flunked account creation, it's obvious you didn't. So go back, go over it carefully and do waht is required.
It's not that hard then.

If you can't create one with this page, I'm afraid we can't help you. Since an eXteel account is associated with a PlayNC account which possibly contains such details as banking or Credit Card info and is considered the legal owner with full responsibilities thereof, no-one in their right minds is going to create an eXteel account under their PlayNC account for you to play with.
So if above link doesn't work for you, you have but one remaining course of action:
