No, not silly. The Kheldian gets free powers, above and beyond those they earn with levels. In a Peacebringer's case those powers are Energy Flight (full flight) at level one, and Combat flight (equal to hover) later. Free. Automatically.
This opens a huge vista of possibilities for a Peacebringer because they have essentially all the power pools to choose from except flight and teleport. That also means that when a normal character (non-Kheldian) wants flight, they have to use two of their power selections to get 1-Hover and 2-Flight. a Kheldian can use his two power selections to get any primary, secondary, or pool power available to them, and not be stuck needing a travel power.
It also means you have a badge machine from level one, as you can fly around and get badges before you even start missions. If you are careful you can traverse any zone that you can access at any level. Having flight for free from level one is a very nice advantage.

Well, all things in this game are a study of give and take. I would suggest if you have a preference to teleport as a travel power, don't roll a Peacebringer, roll a Warshade.

It'd be awesome if the Epics got each others Travel Powers, or, heck, even a mutual new TP. (Maybe new, or SJ or SS)
Also, you may have or may have not noticed that Teleport comes with a cost: a pause of about one second after you finish teleporting, a could-be-fatal part of the WS System. You could avoid this flaw, if u were a regular AT, with a Flight power, such as Flight, Group Flight, or even Hover. But, the WS doesnt allow that.
Oh and Epics w/ Epic ATs: I agree: too many powers!

All teleport (even WS teleport) has a built in hover of a few seconds. Now, I know this is not much, but in a decent run, you should be able to teleport, reorient in those few seconds, and teleport again.
