| Where to claim Veteran Respec award |

I've been away for nearly a year and finally started playing again. I have retroactively earned the Veteran respec. Is there a specific command to enter or contact to visit for the villians side?
/respec tells me I have no free respecs availible, (although when i log in it lists one unclaimed one on the chat screen).
Any help would be much appreciated!

there's an arbiter in nerva and there's a guy next to him, claim the respec, click on the guy standing next to the arbiter, and you can respec! : - d

actually for the veteran respecs i think you click on the badge (on the badge itself there is a button) then you can just do the /respec like the free ones they gave out when a new issue went live.

You're half right.
You do have to claim the respec by clicking the "Claim Respec" button on the badge. Located under the "Veteran Badges" tab. But, in order to actually use it, you have to see the Respec Arbiter in Nerva. He can be found next to the Training Arbiter.
