2 possibilities.
your monitor or your graphics card.
do you happen to have another monitor you can test? such as a family or friends monitor they can bring over? if it still does it, chances are its your graphics card, otherwise its you monitor.

depending on the monitor you can also try and degauss it. It should be in your monitor settings on the front of the monitor.

mwpeck's advice is the best way to go in regards to troubleshooting whether or not its monitor related or not. if you have the same problem with a borrowed monitor then its a graphic card problem. if there is no blue screen with another monitor then its simply a monitor problem.
i'd have to say upon first reading the post my first guess would be the monitor is the likely culprit as i've had a similar problem where my older crt monitor (prior to my dual screen setup) turned red rather than the blue you are experiencing. i managed to fix this problem with some 'gentle' persuasion.
first off let me ask, are you using a crt monitor? the fat boxy 'older' type of monitor that weigh a ton? if so, then how old is it? crt monitors have an average lifespan of 5 years before they start to show any degrade in performance. such problems like static, discolorations, or blurriness are early signs that your crt monitor is on its last leg and may need to be replaced soon.
are you using an lcd monitor? the skinny 'new' kind? how old is that one?
unlike crt monitors, lcd screens usually have a longer life span (8-10 years with proper use) and only show minor display errors as they age. most common problems are dead pixels or simply don't send a signal anymore.
now, some monitors depending on how they are used (cared for, location, or ventilation) may or may not see their 'average lifespan'. some monitors leave the factory with defections that basically chop their years in half.
my current 20" crt display (left screen) is well over 5 yrs old and still works well enough, however, if left on for too long the letters on the screen blur ever so slightly. this slight blurring is only the screen showing its age and has delegated its position to my 'media' monitor in my dual screen setup and handles the games/videos. my right, smaller screen handles more of the web surfing, word processing, graphic editing stuff that i do.
now, it could very well be a graphic card issue but most common graphic card errors show up within the rendering and/or lack there of. i wouldn't rule out the possibility of it being a gpu problem but from what you said and what i've experience, i feel it more likely to be a monitor problem.

is it plugged in properly? did the cable pull out?
getting a tint of any colour sounds like one of the pins is lose. make sure it's all plugged in right before you start taking things apart!

i've got an old crt monitor, though it still shows itself damn lifely, its aged over 5 years easily, (hp ergo 1600 21") and i haven't experienced anything, other then one pin is missing from the connector, but with no apparant problems (got an lcd as dual screen and colours are matching :p)
i got one question, do crt's die *quietly*? or when it starts to go static and such should i run away? :p
as for static, this thing doesn't affect anything at all, other then the always strong magnetic field it had, turning on screen + subwoofer is havoc xd

I had an old crt once it was only like 3 or 4 and the picture started shrinking and blowing back up slightly then it got worse as time went on then it got really bad the top and bottom curled up of the picture and it just stayed like that...i got an lcd which is old today and shows signs of old age in the pixels but it still serves it's purpose for my old computer.
