they appear to be from teh standard character map but i don't recall seeing them before.
components are:
╔ ╦ ═ ╗ ║ ╠ ╣ ╚ ╩ ╝
my guess is that they are a border component for non-tabular layouts...but that's just a guess.
see what else you can make with them.

you go to:
start -> all programs -> accessories -> system tools -> character map
click the down arrow 42 times and the characters should be there... they look like open corner boxes
