Ok, Maybe just showing off my Ignorance again as it may have appeared elsewhere on the site, but running on low caffeine and outta hotpockets so my search-fu is weak.
If you outleveled a contact that offers a TF/SF or Badge earning mission can you malefactor down to appropriate lvl range and get the mish?
(IE. Cap Au Diable Strike Force from Virgil Tarikoss for Binder of beast badge -or- SLAG REAPER badge by Vince Dubrowski. )
Or must you find an appropriate lvl character who has the contact to get it?

You are just fine as long as you are at least the minimum level for any TF/SF. When you join/start a Strike Force you will be Malefactored down to the highest level the SF will allow if your character is of higher level. If your character is 'within range' of the SF he will retain his normal level during the SF.
So don't worry. You can do any of the SF's even if you have outleveled them. Have fun.
Oh, and the Slag Reaper badge comes from a particular mission NOT from a Strike Force. If you have outleveled Vince Dubrowski you cannot get the mission but you can join another character in their mission. Just be polite, and/or check your Server Badge channel for those missions.

And once Issue 11 rolls around rumor has it that you'll be able to do the exact same thing with the contacts you outleveled. It works much like the TF/SFs so you will be Malefactored down to the appropriate level, but you'll be able to do those pesky badge missions you missed the first time through the game.
