| New Set Idea: Time Control |

I thought that this would be a cool new set for i12 or whatever. I've heard some ideas tossed around kinda like this, so I figured I'd right up some powers for it.
Time Control:
Rewind: Using your control of time, you violently send your opponent back in time a short time. Damage: Moderate. Recharge: Moderate (Ranged Knockback)
Freeze Frame: By stopping time in a small area, you prevent your opponent from moving forward in the time stream. Damage: Minor. Recharge: Moderate (Ranged Hold)
Abating Field: You slow down time in a certain area, slowing the movements of those entering the field. Recharge: Slow (Location AoE Slow)
Spatial Flux: You prevent time from continuing in a controlled area around the ground, stopping enemies caught in this flux from moving. Damage: Minor. Recharge: Slow. (AoE Immobilize)
Warp Tunnel: By altering the time stream itself, you can replace a target in a different place. This sudden change in time can cause the target to be stunned for a short while. Recharge: Moderate (Teleport Foe, Disorient)
Reversing Burst: You send forth a powerful jolt of time altering force, causing everyone in front of you to be sent backwards a little bit in time. This force is strong the enemy may be stunned from the impact. Damage: Moderate. Recharge: Long. (Cone Knockback, Minor Disorient)
Pausing Pulse: By mustering your temporal powers, you send out a powerful wave of energy, stopping time all around you. Recharge: Very Long (PBAoE Hold)
Temporal Rend: You open a constant rift in the time stream, tearing those around it apart. Their bodies are twisted and contorted, causing them to be disoriented. If attacked, however, you lose your focus and the rift goes away. Damage: Moderate. Recharge: Long. (Ranged Target AoE, Disorient) Note: This would be a toggle; As long as you keep the field up, they keep getting disoriented and taking DoT damage.
Time Travelers: You call upon a group of time travelers from the future to attack your foes. However, you cannot leave them out of their time for long. They can be healed and buffed. Recharge: Very Long. (Summon Travelers: Superior Energy/Smashing Damage. Duration: 90 seconds)
This set offers a little more damage than most other controller sets but still has some pretty nice controller moves. So, any thoughts?

Couple of points:
You seem to be doing more stuff with the Space-time continunuumumumumumumumumum *slap!* than just Time.
Also, not sure how being moved around in time does a bit of damage.
The power seems to mostly deal with stopping or slowing time in various ways. How about speeding it up (effictively that would mean someone slows down, he can do less in a second)?
Or Slowing time for person X making him effectively faster. Either as a menans to buff an ally, like a Hasten effect, or as an attack. (Friction = heat = burn...)
All in all, not sure that this Power Set should be doing more damage than others, more like less. But it does have potential for fun.

I think it sounds fun, I would play that set. =]

The idea of speeding someone up and giving them a recharge boost has already been taken: Speed Boost. Since trollers can get that, you couldn't have both. I did think about hacing a move that would debuff the enemy by speeding up time and causing him to age rapidly.
Now the whole damage think. I dunno, I just thought trollers could use a damage set really. That was my thought behind it.

Controllers already have a damage set. It's called Fire Control.
Actually, most of the controller sets can put out some pretty decent damage if you build for it. My gravity controllers all do more than enough damage on their own. There's really no reason to build your time set with damage in mind.
There are a few ways to explain time damage, though most don't really fit all these powers. Time travel might be painful. Accelerated aging would certainly be painful. Taking the body out of time might mess up any bodily fuctions which require careful timing, such as circulation, respiration and the release of hormones. Even worse, because life is basically a function of entropy, re-inserting your victim into the time stream against the entropy arrow could be lethal.
For comic book characters, however, damage from time-related powers should be explained in a way which could be drawn. For example, you could cause damage by altering the time stream to cause two foes to arrive at a certain spot at the same time, which would cause them to collide and damage each other. This technique could also be used to pur someone in an even more dangerous situation., such as a car crash or a historical battle. You could also have a power which allows you to throw a puch for High damage, because you leap into the very near future, watch part of the fight, then go back with the knowledge of the perfect moment to strike. Another way which would be easy to use in CoX is to speed up your own punches into a Flurry.
That brings me to the speed power idea. Nowhere is it written that every power must be unique to only one set. There are plenty of examples of different power sets with a few very similar powers or even the exact same power. Confuse and Decieve, Build Up, Aim, most broadsword/katana attacks, Healing Aura and Radiant Aura, just to name a few. What's one more? The list is still essentially different from all the existing controller sets.

Sounds like you're helping the devs explain the 'lost connection to mapserver' problem.
Big Chill is a conscranker: he conrols a mob so they do nothing, scraps a target till they can't stand, and tanks what's left till the job's done.

Time could be a fun power set to play around with. Personally though, I'd like to see a controller power based off of water.
Splash- You fire a blast of water at a single opponent causing knockback and minor smashing damage.
Bubble Trap- You form a bubble of water around a single opponent, keeping them held.
Washout- You send a powerful wave out in a cone, causing knockback and minor smashing damage.
Geyser- A geyser of scalding water opens beneath a targeted foe, causing them to be knocked up into the air while taking moderate fire DOT.
Mist- Toggle- A thick mist forms around you which obscures you from your enemies sight, weakening their perception, accuracy and causing some enemies to become confused.
Vortex- A cone attack that creates a swirling wall of water to form around foes and immobilizing them.
Submerge- A cone attack that causes a wave to wash over a group of foes, leaving them trapped and held in bubbles of water.
Whirlpool- An AOE power that causes a spinning whirlpool to form on the ground. Foes caught within the whirlpool will be repeatedly knocked down and may become disoriented.
Water Spirit- Summon a water elemental in the shape of a water spout to fight for you

If I think about time manipulation as a superhero power, I would think about going Grav/Kin.
-Dimension Shift
-Wormhole
-Speed Boost
-Siphon Speed
add Hasten and Phase Shift and your golden.
Time manipulation should be about Speed Buffs and Slow DeBuffs.
With some deivide-and-conquer strategies like phase shifting and intangablity.
But certainliy no powerset for a wannabee damagedealer controllertype.
