Ouroboros teleporter question

I was not able to log in this weekend and I have been wondering this for a few days. Swiss Spines (lvl 41) has done some time travel so he has received the Ouroboros teleporter power. I have tried the first mission out where you go back to Outbreak (yea! Isolator badge).

Anyway, I was wondering about my other characters. I realize that if you teleport using a teammate's teleporter you can gain one of you own after doing a mission, but here is the question.

Can you use someone else's teleporter when they are not on your team? If someone creates a teleport under the atlas statue, who is allowed to use it? Only their teammates or can anyone jump in?

Yes, anyone, reguardless of team, can use your O-portal to access the O-zone, providing they're at least 25. I think they last 5 min so long as you don't use it, so you may see them around.

I know that on test when the O-portal's recharge was a full hour, you'd have people call out they were making one, then just leaving them or waiting the full 5 before using it. Something like "O-portal going up next to Castle", and we'd all come running trying to get back to Ouroboros.

If you go through the portal, go to the top of the spire on top of the building in Ourboros. There's an Exploration Badge up there...that's enough to "prove" that you've time traveled. So basically, if you're 25+ and have a friend that has the portal, you can easily get it yourself.

Or there are a few arcs that involve time travel between 25-30. Ashwin Lannister is in IP and he has a council arc called Ubelmen the Ubermensch that is about time travel.

There's a list around somewhere that designates time travel related arcs/missions/badges.

i logged in my 50 the other day and the portal power just appeared in my tray, but i didnt do any sort of time travel or anything, i just....got it. why?

There's a ton of different arcs that result in getting the portal. There's also a bunch of badges that will give it to you. Any Recluse Victory badges will give it to you as well as a bunch of others.

Just stepping foot into Recluse's Victory gets you a ticket to the Oborose (sp?) dimension.

You do have to get a badge there, at least thats the intention. If ppl are getting the badge simply by going there, then that is a bug.

Doc Delilah's arc, in Faultline, is available to anyone level 20-25, and it gives the Ouroboros power. This is a great way for any new character to be assured that they'll get the power by level 25, without having to rely on someone else's portal to get there. As far as redside goes, I'm not sure what arcs can be done by level 25 to get the power. I don't really play villains that much, I'm a good guy at heart. =D

If you do this, you'll get to the zone, but won't get the power just yet, you'll need to do at least 1 mission there to get it.

Or just get the badge on top of the main building.

And yes, you need to get a badge in RV.

i have never been into ourboros or gone into recluse's victory for a long time, so i dont know how i got it. maybe its just a bug, but w/e its cool with me.

You probably did a story arc that dealt with time travel in someway.

I will suggest something when running the Ouroboros missions at the beginning. You run through a few missions from the various Menders and the final one of the arc where you have to battle the Shivans in Atlas Park... be aware that you are exemplared down to level 25.

I didn't look at this before starting my attack run. I had to save one of the Menders and saw him right off the bat as I entered the mission. I look at the Shivans around him and see 2 that are light red to me and 1 that is yellow. Not a problem (I am a lvl 41 Spines/Regen Scrapper)... or so I thought.

First of all, I wasn't really paying attention to their levels (26... which means if they are red I must be lower).
Second I didn't realize that some of my powers (a few of my more powerful ones) were not available.
Third, I didn't read that one of those Shivan was an Elite-Boss.

I ran right in hit my Power Boost, threw my spines and proceeded to activate the Spines Cone attack throw and Ripper (which would take them down a few pegs).

Yeah... Both the Spines Cone throw and Ripper didn't go off (they were not available at my current level) and I proceeded to go down very quickly from the Elite-boss and 2 others...

Mental note...
1. check my level
2. check my available powers
3. check my enemies

Still, the Ouroboros missions have been a lot of fun. And now all the old missions are open to me.

Which starts another question.

When I got a listing of all the mission possibilities they list the choices and there was a star next to 2 of them in the list. Does this star mean they have badges, are that I have already completed those story arcs?

I think it might be completed story arcs, Swiss. After I completed the Wincott arc in flashback, that arc got starred.

Also, you might want to drop your difficulty BEFORE you go to the oroborous citadel. There is no difficulty field person there and some of the missions can be quite hard at harder difficulties, especially if you are going for certain badges.
