Just to verify, if I were going slot the one that gives stamina and health benefits, I would want to do it in a permenant power (like health) so I get the bonus all the time right?

I just meant that I wanted to confirm that it works that way :)
Since it's a slot-for-a-power, it doesn't matter which power you put it in really. That's, of course, assuming you can EVER get one.

But yes, that one and the Miracle unique and Regen Tissue unique are meant to be in health. It's like Peanut Butter and jelly. :D

I got the Numina one on a drop with Miss Trinidad. Back in the days of quick Katies. Buying the necessary salvage wasn't cheap. But now I've got it slotted in Health.

The easiest one to get is the Regen Tissue Unique, due mainly to folks being so focused on the Miracle and Numis uniques. At least on the market that is. Drop wise, I've gotten 2 of the Numi and Miracles each.
