ok so i was thinking.
hasten recharge is 450 sec but if you acavate hasten then it gives you a +70% recharge so does the 450 count the 70% or not?

The 450-sec recharge time does not take into account the recharge buff of Hasten itself. So, for the 120-seconds hasten is active, it will recharge itself 70% faster, then return to normal recharge rate.
Note that if you are using Mids, it calculates the recharge buff as if hasten was pemamanent (e.g. providing the 70% recharge buff 100% of the time). Something to keep in mind if you are using Mids to plan out your character.

That is only true about Mids if you have Hasten selected as 'active' or whatever. If you click the little green dot on the far right of the power, it will turn it off.

The best that I could get with Hasten is 120 actived seconds, and down for 60 seconds. This was well before any IO enhancements that would help with power recharging.
Has anyone got any new updated info about how IOs would affect my previous numbers above?

It really depends on the AT and the sets available. On my Ill/Rad 'troller I was able to get 42.5% recharge bonus from IO sets.
