Hello there, cityofheroes.gameamp.com! I am a long time stalker (Both of the boards and in game) But have only posted once, for some build tips for my main. He's growing quite nicely now (Thank you Aurrius), but onto topic.

So with the tasty new changes to defiance, I have decided to roll a new blaster. After some lengthy consideration I decided on ice/ice, mainly for concept, but after watching a certain video on youtube, I was amazed at the speed and PvE power of it.

So I have come to you, gameampers. Please advise me on this little build for this new toon, it would help a great deal.

Looks pretty good to me, though I have a few comments:

- I would swap out one Accuracy SO in Ice Bolt and Ice Blast, and put in either Endurance Reduction or Recharge Reduction.
- Frost Breath: 2xRange isn't necessary if you ask me, I'd rather put in an Endurance Reduction SO and a Recharge Reduction SO.
- Bitter Ice Blast, Ice Sword, Freezing Touch and Shiver: They all need only 2xAccuracy. Swap out that third one, and put in either Endurance Reduction or Recharge Reduction.
- Ice Storm: Where is the damage?
- Chilling Embrace: Where is the Endurance Reduction? You'll find it's a very heavy toggle without any endurance reduction in it. I'd go for 2xEndurance Reduction, 1xSlow.
- Snow Storm: Same as Chilling Embrace, go for 3xEndurance Reduction, 1xSlow.
- Frozen Armour: Resistance isn't a good idea in this, as it only enhances Fire/Cold resistance. Defence is better, because that is for Smashing/Lethal. Go for 1xEndurance Reduction, 3xDefence.

That's all I can think of now... have fun with the build :)

I agree, taking dropping down to two Acc is more than enough.

I do like 1 range in my cones...it is noticable.

All of the slow enhancements could be dropped, especially since ice/ice can easily put foes at the slow cap.

Ice Patch doesnt need 3 recharge. It's almost perma with 1 IIRC. 35 second recharge and 30 seconds duration. That is, unless you're one of those folks who swear having multiple is worth the slots. (Never seen the need)

Not bad, haven't gotten an actic ice blaster up yet though...

Yeah, acc isn't that big of a deal, 2 IOs will usually be more than enough. You've got Aim + Build Up, you'll hit enough on those hits you want. Just keep in mind, they don't stack like you expect, with both you'd get 100% acc, 100% dmg, Aim get 100% acc, 50% dmg, Build Up gets 100% dmg, 50% acc. I'd say alternate between them, it'll keep your damage average up higher.

Ice isn't at its slow max, so adding some slow set in it does wonders, I have Curtail Speed in Chilling Embrace, and that seems to be enough to get it there.

You don't need immoboolize duration in Chilblain, its already perma. Stack a couple acc in it and it'll be fine.

I don't have it, but isn't combat jumping a toggle? If you run it alot, shouldn't you have an end redux or two in it?

I know you don't plan on getting hit, but shouldn't you 3-slot Health? But, if you team alot, yeah, that's fine.

3-slotted Ice patch is nice, but yeah, its perma with 1 IO, but being able to run 2 down to help a team can be nice :)

Stacking hold duration + recharge in your holds will make you chew up end fast, and it shouldn't be needed. My tank runs with just acc+hold and its usually perma, with two its usually guarenteed :)

Your Frozen Armor's an Epic, it drains more than the tank primary, I'd say at least add another end redux in it. Better end rechagre, more end, more attacks.

I can understand Hasten, but you usually don't need it. You've got enough attacks you couldn't possibly do all of them before half of them rechage. Just my opinion, pick up something elst there. WIth hasten recharging your heavy attacks fast it can be nice, but that drainst end fast.

Overall good, you could drop it down to 2 acc in most everything, range in that cone, and maybe place an end redux in the attacks instead of so may acc, more end, more attacks :)

Aside from that, off the bat, it's fine.




Big Chill is a conscranker: he conrols a mob so they do nothing, scraps a target till they can't stand, and tanks what's left till the job's done.
