I noticed this number since the first day of GW many years back. I originally thought it was the amount of people online or something like that.

Either of those could be correct, though I do remember the number changing so the build seems the likely explanation.

It is the current build number. You should notice a change each time an update is made to the client, (but not necessarily to content). A new build affects UI components and the 'behind the scenes' workings of the game.
