there is a website for set bonus i can remeber it para something??? does anyone know it tells you what they are and what type of vill/hero they are good for. any info???

I think you mean ParagonWiki, it's listed on the City of Heroes site, Links page.
Paragon, as you know, is the city of City of Heroes.
