What makes a EM stalker good at pvp? Is it because they deal Energy damage that alot of people don't have high resists against it or what?

Several reasons:
1) It's FAST
2) It deals HIGH damage
3) Which isn't widely resisted
4) It deals multiple types of damage (Smashing and Energy), so if you resist one, you get the other. Ouch.

That, and the Tier 8 power is a doozy.
Energy Transfer! Yay!
It deals the highest damage out of all the other Tier 8s in the stalker set, however it doesn't critical in hide.
And, you get a small portion of life drained away, but its not that bad if you have a self-heal or just regenerate fast.
The damage at level 50 for unslotted Tier 8s goes as followed:
Energy: 228. 2 (Slotted w/ 3 Damage IOs) 450.5
Ninja Bl: 90.1 (SLotted w/ 3 Damage IOs) 177.8
Spinez: 125.1 (Slotted w/ 3 Damage IOs) 246.9
Martial Arts: 98.1 (Slotted 3 Damages) 193.6
Dual Bld: 140.4 (Slotted 3 Damages) 277.2
Clawz: 85.1 (Slotted 3 Damages) 167.9
Dark Mlee: Zero, don't know what a good follow up would be after AS)
So, since ET can't critical, Dual Blades and Spines have an advantage, as their Critical Strike'd Tier 8s do more damage than ET. Although, Tier 8s are usually meant to be hit right after AS'ing the baddie (Thinkin PvP here), and because you (most likely) won't have enough time to hit Placate and perform the Tier 8 before they leave to get a Critical Strike, ET is usually the best finisher.
And, from what I've seen in PvP it has a chance to detoggle the target! Yay!
Oh...and yeah, Energy Damage is rarely resisted.
