He said it would be tied into the CoV storyline, somehow (which doesn't mean it couldn't be something from Paragon City, but not likely).
There is also some talk about the Villian Epic being unlocked in a different way than the Kheldians in Heroes. Perhaps some sort of special TF, or trial. I haven't found a dev response that confirms this, yet.
The big consensus on the official boards right now seems to be Mu or Arachnoids.
