As far as Vill side goes I pretty much know what does good and what doesn't do good in PvP. My question for you Heroes is would a Katana/Regen Scrapper do good IF built right? Secondly would a ice/energy blaster do good. I'm wanting to know more on the Katana/Regen more than anything. Any help is much appreciated. Thank you all.

Ice/EM blasters are one of the FotM builds. Fire/EM is a lil newer as a FotM, but ice/em is an old standby that still makes a popular standing in the zones.
Kat/Regen would do alright, if played right. Make sure you pick up and three-slot Hurdle and Swift, to keep you at a fast moving rate when travel powers are suppressed. Both Hasten/SS and CJ/SJ are necessary for PvPing, which can make your build a little tight.
For Epics, go Body Mastery for Focussed Accuracy and Laser Beam Eyes. Energy Torrent is handy as well, if you have the slots to make it worthwhile.
