For a ranger beginning in PvP my suggestion would be to use the following base skills to start with
apply poison
savage shot
distracting shot
this give you 4 more skills plus a rez to build on
I would suggest bring a self heal and/or condition removal (mending touch is nice)
Some sort of anti-melee stance (whirling defense, lightning reflexes ...)
and another condition/interupting elite (burning arrow, Broadheaded arrow, magebane shot, punishing shot ...)
The key is to be able to both interupt and condition at the same time. Once you get this down and start to get a feel for playing a ranger you can start playing different types.
The true test of any technology is its ability to obtain porn.

you gotta look for them,(the "R's" are on the second page, at the bottom click (next200) to view em) and pick one.. i prefer to just make my own... i love the ranger..and for pvp i use

the two inturupt skills
throw dirt
whirling defense
troll unguent
and either rez sig or pin down
