I have a ret pally and was wondering how exactly the damage is figured for this and other abilities like it... does the +40% mean if you have +spell damage gear its 40% of that or does that mean specific skills (seals etc..) or perhaps I just need more mountain dew and can't think.

On your character window there is a spell damage thing. It does that, and whatever +holy damage gear you have on.

Note that in the next patch it will be changed to do 110% weapon damage static. Meaning it will no longer benefit from spelldamage at all. And yes, that's a good thing.
