Ok, here's my 2 cents:
SR: Great defense with only 3 toggles. Also comes with Quickness, which acts like a mini-Hasten and also makes you run and fly faster. The god mode makes you very hard to touch and makes you recover endurance faster and move faster. Lastly, the mez protection isn't a toggle and it can stack. However, all it offers is defense. No self heal, no end recovery, no minor resistance, nothing. You would be totally reliant on your defense
Regen: My favorite Scrapper secondary. Comes with 2 self heals, free health and stamina, a self rez, and only 1 toggle. With tons of regen and 2 great heals you'll really have a hard time dying. Because you only got 1 toggle and you get stamina free at lvl 4 you'll never need a blue again.
My personal pick: Regeneration

I could try to sway you toward SR as it really is a great set, but honestly, I prefer regen. My scrapper Gothprince is a MA/Regen scrapper, and I've never really had much trouble soloing with him. He's the first hero I ever made and still one of my favs even though I have yet to get him to 50.
Your best bet though is to make one of each and see which one you like better. DM can be a great pairing with SR since it gives you a little healing in the primary set, but ultimately it's up to your playstyle.

If everyone else is endorsing regen , then I'm going for SR. It had an overhaul awhile back that added some damg resistance to the auto powers, so when your HP go down, your resistance goes up and your harder to kill. Also, Practice Brawler is possibly one of the best mez guards in the whole game, with enough recharges on it you'll have it stacked on itself twice over, meaning you will never be mezzed ever. Plus, like most scrapper secondaries, you get a god mode power as a tier nine power, but unlike other types like this you only lose endurance instead of all your health, though I have gotten some advice not to even bother getting it because with all the toggles running working with the auto powers your hardly ever hit.
While regen has the ability to regain HP at a fantastic rate with good recovery abilities meaning you can fight nearly nonstop, you can still get overwhelmed if rush in too fast. Super reflexes goes by the philosophy if the attack can't hit, it will not do any damg.
CoH
Triumph Server
Nova Knight Zero-LVL50 Energy/Energy Blaster
Night Wyvern- LVL50 Kinetics/ Psionic Blast Defender
Dusk Dancer- LVL 34 Dual Blades/ Super Reflexes Scrapper
CoV
Neko Kage- LVL50 Martial Arts/Dark Armor Stalker
Burn Angel- LVL 50 Fire/Radiation Corruptor
Shadow Glaive- LVL 34 Dark Melee/Ninjitsu Stalker
Power without Skill is wasted
Skill without Direction is pointless
Direction without Power is useless

I haven't made a Super Reflexes Scrapper yet, although I may have to roll one soon (maybe claws/sr?).
My experience with Regen is that if you aren't with a totally incompetent team, or if you don't take on too much at once (at least with my DM, no AoE's there...)you should rarely die, unless you have that magic experience of fighting purple mezzers before level 16...*shudder*
but yeah, less time between fights, harder to die, all around good in my book =]

I am a SR lover.....some of the coolest animation but I also think it provides a good survival rate if slotted and powered correctly.
I would talk more but Im not a by the numbers kind of player. Just do SR, the Site Man says so.

I would have to recommend Regen over SR anytime. My favorite Hero is a Spine/Regen scrapper, and I easily surpass any SR in dealing with damage, even burst. I have a level 35 BS/SR that I am leveling now (as a stalker hunter) and I am not able to deal with a relentless boss without using a lot of inspirations on first. Meanwhile on my Regen, I would go entire missions without using a single inspiration. Also there is one huge difference, endurance drain. I have to rest after every couple of mobs with my SR to let my endurance recover, but I had no problems with my Regen. Just make sure you get Hasten fairly early on to keep Reconstruction up as much as possible.
Nine of the five voices in my head say I'm not insane. Majority rules!
Esh, 50 Merc/Dark MM
Onyx Slate, 50 Super Strength/Stone Brute
Endothermite, 50 Ice/Energy Blaster
Azure Barrage, 50 Empath/Electricity Defender
Tarvitz, 50 Spine/Regen Scrapper
Fatal Fealty, 50 Super Strength/Willpower Brute
Lord Tarvitz, 39 Broadsword/Reflexes Scrapper
-I'm still here

I have to agree with Esh. I have a BS/Regen that I took to 50 and this was my third toon. He was way easy to solo with. On teams, I would almost always just give my inspirations away, as I didn't need them. Also, in one of the PvP zones I was jumped by two stalkers, and they never got me down.... granted I never got them either, but with two on one they couldn't take me. If only I had some yellows I would have done better.... But Regen was way fun. Before a big boss you hit instant healing, then when you get halfway down, you hit Dull pain, and you still have another heal if you need it. Dang.... I think I'm gonna have to go get my scrapper and run some mishes now....heh

For PvE regen will have less downtime than SR. Regen will also help to manage MA's rather heavier endurance costs. Regen is my pick for pairing with MA, any day.
