Why did they decide to put something like XP debt in the game? It is really, REALLY annoying and only makes progression longer and annoying. I would rather spend 5 minutes walking back to my body than have to reclaim lost XP. I would really like to know the reasoning behind XP debt since I cannot seem to find any logical explaination.

XP debt isn't lost XP. In some games, you actually lose XP when you die, and that can result in losing levels and abilities, too. As far as penalties for death, debt is actually one of the softest penalties around. And don't complain about it slowing your leveling pace. It gives you the time you need to learn how to prevent dieing in the first place. Use it as a learning experience, and you will find you get less and less debt as time goes by.

You explain the logic behind walking back to your diseased corpse, then I'll explain XP Debt :-)

XP Debt is one of many clutches Developers try to implement to 'make death matter'. It used to be (in older games) that Death would cost you a lot more. Equipment, whole levels or sometimes even your whole character. Permadeath.
Over the years, these "hardcore" approaches to Death got out of vogue with the players and less severe, sometimes referred to as 'casual' penalties were created in stead.
They can take many forms, having to travel from some arbitrary "resurrection point" back to your corpse, Experience Debt, or a Death or resurrection illness, a lingering penalty to your character's stats. The whole purpose of them is to make you try not to die, or at least not that often.
CoX's Debt penalty is amongst the most benign or 'casual' out there in that you can keep going / return to the fray without further harm pretty quick. Though of course, spawning at a hospital can mean a long trip back. Especially without travel powers. The debt is also not exactly stringent. Its a lot less than say Vanguard's and that game's Debt system has been washed down to near insignificance in my opinion. Of course, if you keep face planting, it does rack up. Luckily most people realize they need help by the fourth or fifth 'plant' :-)

I wouldn't worry about it too much. After a while debt actually becomes fun and you'll actually try to get it as often as possible. It's just part of the natural progression of a CoX player's psyche.
Once you reach this point in your career everything become a lot more fun. Some people call this the point "insanity". It can occur for some player right after they get their first fifty. However the rate at reach they reach "insanity" varies depending on who (or what, for that matter) the player interacts with. MY PANTS ARE ON FIRE!
An interesting thing about debt though is that it's actually good for the (almost non-existent) economy. THE FLAMES ARE PURPLE!1! You see, while you only gain half the normal experience while you have debt you gain the full amount of infamy. This is great if you've just made a new costume (without a Tailor Token) and don't have quite enough to slot up before the next level.
Anywho. . . I'm just rambling now. IT BURNS!1! I'll let you get back to spending five minutes you could have used to actually earn XP walking back to your corpse.

Personally I think the XP debt is totally insignificant. When I die, the debt is usually totally gone after i've killed a few baddies.
Id rather have much more XP debt, or even down time after a few consecutive deaths. Maybe if you go to hospital 3 times in a certain amount of time, you get a debuff weakening your powers by a certain amount. This will give you time to re-stock up on inpspirations, find help or maybe even slow down trigger happy blasters or tanking scrappers and make them think twice about their charging headlong into mobs on invicible.

Dont you think part of the challenge is leveling, they give in debt to make the game life last longer, dont sweat over it really, ignor it and it dissapears over time
