I'm not going to work up a complicated build for you. Fire/Energy blasters are great in pvp, especially well built/slotted ones.
Definite grabs are: Fire Blast, Fire Ball, Blaze, and Flares if you want more ranged damage; Bonesmasher and Total Focus from /energy, as well as Build Up and Aim. Try to work in the Fitness pool, as well as Hasten/SS, CJ/SJ/Acro, and possibly Aid Self from the medicine pool.
The point is to get a few good attacks for a chain, and fill in the rest of the build with stuff to increase your survivability.

This is very debatable but I believe energy/energy blasters are probably the best PvP blasters. The reason being is that they deal the most damage to a single target in the shortest amount of time. Its been my experience that you want to kill and kill quickly because you don't want to fight any longer than you have to. Also, unlike PvE, enemies move out of range really quickly. Best to get the drop on them and end things before they have a chance to react and bail.
Conversely, the other blaster combos appear to be better in PvE.

Energy Blasts animations root for too long. You literally can't put out as many attacks as Fire Blast or Ice Blast can. Also, Energy Blast's damage is lower because it has knockback as mitigation. Fire Blasts only mitigation is more damage, so a few months back, the devs increased the base damage of all of Fire Blast's attacks, as well as increasing the damage done by the following DoT and increasing the chances of said DoT happening.
Fire Blast is literally the most damaging blast set in the game, and this is because that's all Fire Blast does, damage.

So if I understand you correctly, Fire Blasters not only deal more damage to a mob, they also deal more damage to a single target and faster than any other blaster type? This is not what I've seen in PvP zones. Also, I definitely want knockback when I'm PvP'ing. You want targets off their feet as you head towards them and continue your attack chain.

Knockback is a non-issue in PvP. The best players will either have knockback protection built into their sets, or they'll pick up acrobatics to cover that hole.
A fire blaster can simply put out numbers faster than an energy blaster. There is only one fire blast animation that is as long as the average energy blast animation, and that's for Flares. Flares is a generally skippable power because it's animation is so long. The only thing that makes it worth taking now is that the new defiance allows for use of it while mezzed. For my Fire/EM blaster, I only ever use flares when I'm mezzed. I just usually have something better available to me when I need it.
This is not to say Energy Blast is a bad set, its just not optimal for PvP.

I simply disagree based on my observations. A Fire Blaster is no more optimal than and Energy Blaster in PvP.

But they changed the animation a while ago...

Yeah, I had the same experiences with energy blasters that Warren is talking about. But it just comes down to choice, it isn't so drastically different as to make an energy blaster impossible to PvP with. The numbers are just better for fire dps wise because of the quick animations, especially blaze. That, and as Warren said, the knockback will help against casual PvP'ers as they may have a PvE build without knockback protection, but anyone that PvP's a lot will not have that problem... and then having fires additional dps effect makes it just that little much more powerful than energy.
