Im a Storm/electric defender and I picked up Freezing rain a few levels ago. I slotted it with one Defence debuff and one slow.
I picked up a bit of money so I decided to get a couple of IO's. I bought a Lvl14 Achillies Heel: +defense debuff and went to replace my training enhancement. It said -7.5% on the effect window. Now its slotted, the effects list only tells me that the slow slot is working.
Whats going on?

A lvl 14 Achilles Heel defense debuff IO has a 17.9% enhancement value. Slotted into Freezing Rain, this turns its base 30% debuff into a 35.4% debuff. On your management screen ingame, you should see 17.9% as the value of the enhancement. I don't know where you got the 7.5% value. Perhaps I'm using the wrong enhancement, and you are talking about the chance for resistance debuff proc IO. That IO has a 20% chance to fire off a 20% resistance debuff. Still don't know where you got the 7.5% value.

The 7.5% value was from the training enhancement that I had slotted. It gave me a 7.5% increase to debuff. By swapping it for a IO, it said that I would be losing the 7.5% increase to debuff that I had, even though I was swapping it for an Achilles Heel.
It seems like its not counting the Achilles heel at all, or is it counting it and just not telling me?

Ahh. That's a bug in the GUI display. On occasion, it fails to show the enhancement value of an IO, or shows it for the wrong aspect of a power. I've repeatedly seen recharge buffs from IOs show up as -speed enhancements.
I'm 99% certain its just a minor bug. Use the /bug command to make your particular situation known to the tech support team, and play as usual. I'm sure the enhancement is working as it should be. I have yet to see an IO that doesn't do its effect, other than the new End Mod IOs, and those are a "Known Issue".
