First a question. As a "chance of" proc gets higher level, does it have a better chance of activating? For the damage ones, do the higher level ones do more damage? Or does it not make any difference?
Second, they are SO COOL!
I put a chance for lethal in my Tenebrous Tentacles and now, fairly frequently I might add, I see an extra 50 or so damage hit an enemy (the tents normally do about 50 anyway so it's about double when that happens).
Better yet, I put the same proc in my PET (Dark Servant) and any time he uses Tentacles, it has the same chance for extra damage that mine does!
This is like effectively doubling my attack strength (practically quadruple if you count my pet). I also gave him (and me) chance for Psi on holds (since we both have Petrifying gaze).
Best of all, I added a chance for smashing to my Fearsome Stare. Noramlly an AOE that drops enemies into fear state, now it does that AND does damage occasionally too.
Since all of these are AoE's (except the hold), it's far more likely to activate since each enemy has the percent chance calculated on him.
Oh, almost forgot! My new stone/fire tank has mudpots which is a slow (which can take chance for lethal) and takes taunts (because I'm a tank) which means I can add the taunt "chance for disorient" proc. That means that while they're stuck in my mud surrounding me, every few seconds, there's a calculation for extra damage and disorient!
Ahhhhh bliss!
Now to be able to afford to get the rest I need.

The PROCs do not have a better chance of going off as you level. It is a static percent of the effect happening. The damage does scale with your level though.
And don't get too used to the idea of putting taunt PROCs in Mud Pots, the new patch on test disables all taunt auras from being able to accept taunt sets.

Are they going to pay me for that IO!? Better yet, will they leave it there and just disable further taunt slotting so I'll be a god-like tanker with an ability no one else has? Oooh. I'd never be able to respec :(
That aside, I meant the level of the IO itself, not my level, but you may have answered it anyway. My main goal here it to find out if as a level 50, I can buy a level 20 "chance of" IO and have it do the exact same thing.

I've got 'Chance for Psi' in both my tank holds and love it. Its so nice to see a moderate damage boost on those when they go off.
The Base % of that never changes. I used to think the Tic for DoTs would alsoe have that, but after a day fo trying it, never happened. It seems to be a one shot on the first landing hit.
It also works off that % chance per target, so long as its hits, unless its an affect self, then its every time it goes off. Toggles and Autos work differently, something like a 'cycle' goes off every 10sec for example, every cycle, a new chance for it.
The only thing relating with levels is that the higher you are, and the lower they are, the beeter the chance seems to happen. Its kinda irrelivant anyway, since the lower they are, the less you need that boost anyway. But it unfortunately seems to work the opposite when they are higher than you. It may just be my imagination, but doing 9 hours of raids sunday against 54 Rikti, that % chance for psionic was rather infrequent compared to 50-52s I usually see. I don't know for certain, bu that's what seems to happen.
Big Chill is a conscranker: he conrols a mob so they do nothing, scraps a target till they can't stand, and tanks what's left till the job's done.

Put the Chance for Psi damage in Taunt and put it on AutoFire...or drop it in a commonly used attack. I like the idea of it being in Taunt because it can hit so many targets that it's bound to fire on one of them.
Don't bother with the Chance for Disorient. The magnitude of it isn't high enough to actually do anything.

On my Ill/Rad Troller, I have chance for psi damage on blind, chance for hel on spectral wounds and chance for psi damage on choking cloud. It does great for me. When I wade into a mob of yellow and oranges, I hardly get hit and do a little extra damage too. The chance for heal is supposed to be one in 10, but I get better results from the chance for psi damage.
For poops and giggles I ran into a mob of skulls that were like 20 levels under me with choking cloud on. One got away, and three died in less than 5 seconds. With bosses and lieutenants, I only get maybe one or two "hits" with the psi damage....but any little bit helps.

But how long does the effect last? It will stack with itself if it fires enough (what's the delay, 10 seconds?). Of course, then it would have to hit the same target twice in a row.... Well, I'll let you know if I get decent results out of it since I already got one.
