Yeaaah, lately I've been thinking about re-rolling a Broad Sword Scrapper of mine to be a BS/WP. Right now I'm regen. Planing to be a practical perma-haste sort of guy.
I plan on doing a little PvPing. So questionola. Which would be better, yo?
I've played WP on a brute, and it strikes me as a more Brute/Tanker-ish power. But I want to see what the community has to say.

Well, I've played both sides, though not as far as others, and either has its perks. I'll try to distinguish what either has to offer, and with a PvP mindset.
Willpower
Toggles, good all-round coverage, great regen with a mob, and an auto max health boost. The lack of any clicks aside from Strength of Will (teir 9) and Resurgence(self rez) means there is nothing for you to interrupt your attacks, causing a redraw of your broadsword. Downside is no self heals like that either. You must pick up Medicine to have that, or carry inspirations. Its also a hybrid mix. This means, although the total combined benifits will add up to a good set, it doesn't excel at any one spot. Its resists are lacking, its defense and regen are less than what may be desired. Pool powers will play a key role in making this successful. Willpower does excell at psi res/def more than anything else, and covers almost all your bases, with only elements to worry about, and regen covering most of that, this is a safe mix in most situations. Not the greatest in PvP scrapper-wise, but it can work well with its massive health buffer.
Regen
As the name states, INSAINE regen, however, Willpower out-shines it with a large mob surrounding it. That's not frequent in PvP. Regen is better in the case of getting that health back, quick. But, it can't keep that up indefinetly, it'll have a slowdown for a bit as the powers recharge (as I'm sure you know) and the clicks also force you to re-draw your sword, causing wasted time on occasion. It is one of the risker sets, because it takes a ton of damage, but it also can heal that faster than anything else. In a jam, this will get you out of it faster than anything else.
Overall, either will work, and work well in their own context. If you want to keep a good, hack-forever style, Willpower will be best, especially in PvE, and will work alright in PvP, however, you'll be in trouble if you don't go prepared. Regen is good for all-round anything. Its clicks may slow you down on occassion when you need to re-draw your broadsword, but its by far the safer optoin in PvP when you get hit, and need to be ready for the next.
My suggestion, more cause its new, than it being a hands-down better pick, is Willpower if you want to do the best at perma-hacking. But there are times taht regen will do better, but its all up to you. I'd still argue for Willpower, the Psi coverage, and you being ascrapper, will make it a great addition.
Big Chill is a conscranker: he conrols a mob so they do nothing, scraps a target till they can't stand, and tanks what's left till the job's done.

As I understand it, unless they changed it back, redrawing a weapon doesn't add anything to the animation time. You can notice it by 2 attacks happening REALLY close together when you have to redraw. They changed that 2 issues ago, I believe.

BaB or Castle recently posted that there is about a half-second delay for any weapon draw. Therefore, it is to your advantage to chain weapon attacks whenver possible.

True, but its situational, and with the weapon you have to factor a bit into it. This is one thing I should have mentioned: the weapon's base recharge, character build and playstyle.
It has already been stated of a planned perma-hasten build, leading to a constant string of attacks being the desired result. Despite that, we ARE talking about a boradsowrd. Not exactly know for being fast...
Now, unless you are grabbing nearly EVERY single broadsword attack, there is the effect of its recharge. This would mean that with a 'heavy-hitters only' philosophy that dominates most builds, there will be plenty of expected downtime between attack bursts, Regen will not affect the possible damage output much once you get the hang of hacking. On the flip-side, taking every attack will mean that there is no time to put that sword away, there will ALLWAYS bean attack you can do, despite its rechrge, most of its due to the broadsword's attack animation, its kinda sluggish. As a result, with this 'all-for-one and all-hitting-you' idea, Willpower will be the better choice for PvE.
However, its still stands that Regen is safer in those heavy hits, while Willpower will last bettter when mobed. Either will still do, and I hope you have fun with it!

If you plan on PvPing, then you want to go with Regen, plain and simple. WP just can't match Regen's survivability in PvP situations. PvP is generally one on one, and WP would need a large mob around it to match Regen's potential regen ability. Add to that the fact that its S/L resistance is on the lower side, and the fact that not only is its exotic damage mitigation defense based, its not even that high on the defense numbers. WP is likely to get hit alot, and hard, and it won't have the regeneration in most situations to counter that damage, at least in PvP. Not saying it's *bad*, it just isn't as good as Regen for PvP. In PvE, I'd actually give WP the go ahead, because it does have decent protection for PvE situations, and the boosted HP and potential regen it can manage are significant for PvE.
