Well, I definetly wouldn't call it a scranker, granite armor kills your damage output. Good basic tank idea, decent agro control and grasp, but yeah, that granite will migate alot of your possible damage, even with hasten, you could make a btter stone/stone withoug granite and cause more damage.
Off the bat, fairly good build, some things you could do to maximize granite at 32+ though. I'll give you a few pointers on a possible lvl 50 (not exactly to work up there) build that would be good if you plan on staying in granite:
Level: 50
Archetype: Tanker

01 => Rock Armor useless in granite, it doesn't work, take Stone Skin instead if you plan on using granite alot
02 => Earth's Embrace
04 => Heavy Mallet/stone mallet? take one, preferably the heavy for an early hard hit, the other later
06 => Swift 3 slotted for run speed IOs, you'll sprint alomst as fast as anyone else
08 => Rooted if you are doing this as a work-up, slot this early for heals, and alot of it, yyou'll be squisher than fire, but oyu'll do better than most would expect
10 => Taunt just a suggestion, 2-3 slot this bare min, your slow, mudpotts isn't the best, and you need to hold agro, taunt duration/rech for PvE, or an IO set
12 => Recall Friend
14 => Teleport
16 => Stone Skin since you already have this, take the other mallet here, added damage and that -rech will hardly be oticed on your DpS for the fact off you allways attacking
18 => Health
20 => Stamina
22 => Mud Pots personnaly, i might consider swapping taunt and this, just so you have earlier dmg, agro isn't an issue till around here anyway, just the fact of splitting it earlier helps, here on up, actually containing it gets important
24 => Fault
26 => Hasten not a big fan of hasten, but i know why you have it
28 => Minerals good for psi, outside granite, in the usual situations psi are an issue, its all psi hitting you, the lack of rock armor shouldn't be that bad if you need to swap, and under those other situations, staying in granite, using earths embrace, and a team backup will be plenty
30 => Hurl Boulder
32 => Granite Armor
35 => Tremor
38 => Seismic Smash
41 => Build Up
44 => Conserve Power
47 => Aid Other just a comment here, aid other is probably, IMO, not the best call, the usual problem at this level is mez attacks making teammates useless, grabbing stimulant instead may be a better call, so your team can take care of themselves
49 => Aid Self this is the reason why i'm arguing to drop rock armor, if you plan on staying granite, in those problems where psi gets to you on occasion, you have this to help keep you up, since a mix of psi/anything else isn't usually that bad on the psi side, granite will cover the rest, but when its mostly psi, minearls has it, and the limited rest is easilly dealt with by your array of attacks

01 => Sprint runspeed, a possible added slot or tow will definetly be noticed with rooted/granite, and may be a good choice to keep up, us an IO set that includes end redux, or mix end redux in it so you can just leave it on

Just a suggestion here for a lvl 50 build, not meant for exemps. You could do fine, solo on heroic or near it, but you'd be better with a team, and the other armorrs till granite is availible, then just spec everything else out and run with it. But, I would actually suggest getting used to a squshy playstyle working up togranite, it'll make you appreciate it, and get used to the attacks in a way to just naturally fall into the goove, despite the -rech your stuck with.
Big Chill is a conscranker: he conrols a mob so they do nothing, scraps a target till they can't stand, and tanks what's left till the job's done.

There we go. I tried to only add a few IO sets (you can add more if you've got that kinda money) but I think that should help. With Siwft and +10% running speed, you shouldn't be crazy slow with just Granite. With Rooted and Granite, you're always gonna be teribly slow. Thats where teleport comes in. With Assault and Tactics, you should be able to still crank out decent damage even with Granite. And with Conserve Power end problems should never be a problem again. There ya go. Damn, I should have thought of that. Leaderships would be perfect, having mez protection and probably being the last one standing would mean having vengeance, and using manuvers/tactics to boost the team would greatly enhance the overall performance, especially when you guys hit a rough spot. great grab there DoctorPink, that's a far better idea than Medicine. But loosing Minerals for those psi problems may cause it to hurt more. That, and I'd still try to get Mudpots earlier, and wait on Taunt. Otherwise, yeah, this is great.
Anyway, its your call robt mind, have fun with it.

The only way you should ever pass up Rock Armor is if you plan on living in Granite post 32. This doesn't even address pre-32. Rock Armor, get it, slot it, love it. :)
Hurl Boulder is per taste. Slow animation, okay damage, I would take both mallets over it myself.
But really, your build should revolve around on how you plan on using Granite. Picking up Stone Skin and Tough, with Rock Armor, makes for a very sturdy S/L combo. I've seen folks take Weave (or Manuevers) also, to stack with all the Def based armors as well.
Like it's been said, +speed IO bonuses really make a difference, and can be had relatively cheap.
At the end of the day, you may just fall in love with Granite and never come out of it, and most of what I said will be about useless. :p

I agree with Doug. Rock Armor is going to get you through a lot of battles pre-32. My Tank is Stone/Stone and I only use Grantie Armor when I am rounding up a mob. I like to assist with all the damage I can, so I use all my other Stone defences more than Granite.
