Is one way of earning prestige better than another? I heard somewhere that the amount of prestige you get is constant at all levels.

Maybe I am completely mistaken, but I thought prestige goes faster at lower levels. The quickest way to gain prestige is to make new toons, take them through the sewers and maybe some perez park, deleted them and start over. It becomes work in mind that way, but it might be the easiest to get the required prestige.
(Of course this is assuming the SG already has more than 20 members. Otherwise adding alts is the first thing to do.)

Yeah, that join bonus for the first 20 (or is it 15?) is the best way to start. Presteige is earned faster at lower levels, but it kinda dives off the higher you get with the difficulty of taking foes down. Currently, I am aware of only 2 effective ways of earning it.
#1 'Farming'
I know, its frowned upon, and even I don't like it, despite the devs making it a necessity, but getting in on a team, while in SG mode, is one of the fastest ways to earn it. It can also be done just by wandering around some random 50s in a zone and pound on the minions. The idea being just quickly runing over easy to trump opponents, and repeating that, to earn the presteige you want.
#2 Community Events
This is trickier. On Champion there are a massive ammount of community events for PvE occuring. Just to host off a few, Mastermind Mondays, Tanker Tuesdays, Raid Weekends, just mass events where people intentionally get together just to team. basically, just go in SG mode and enjoy, before you know it, you've got more than you expect. On one of my Raid Days, a freind reported earning over 100,000 presteige just by hanging out through the whole thing.
The basic idea is just to get involved with a fast moving, effecient team doing whatever. Just by running aroiund can accomplish that. Sure, the loss of related inf can hurt during that, but that's not why you are doing this.
Big Chill is a conscranker: he conrols a mob so they do nothing, scraps a target till they can't stand, and tanks what's left till the job's done.
Dive in, have fun, and think about it later.
Do not pray for challenges to equal your strength, but for strength to equal your challenges.

I thought so too. I just have to get one of my more efficient farm builds up to level then.

Also, it stands to reason that if you have a team made up of more Supergroup teammates then the prestige for a single mission will grow as well.
Is there some prestige bonus % for the more members on a team that are in the same SG, or is it just that everyone is getting the prestige for the group.

There is no increased prestige bonus for having extra SG mates on your team, though that would be a nice incentive the Devs could do to encourage solid SGs. It'd be frowned upon by smaller SGs, who don't always play at the same time, though.
In my experience, there are two quick ways to get a damn good amount of prestige pretty fast, solo. One is to take a toon to RV, in SG mode, grab a heavy, and just take out pillboxes. If you play at a rather quiet time, you can take out the zone's boxes, wait for the dimensional reversion (fighting mobs while you wait, every little bit counts =D), rinse and repeat, taking them out again. If you know of a member of the opposite faction who'd be willing to trade pillboxes with you (you take one, he takes it back while you take another, then you take the first while he works on the second, so on and so forth) you can generally get some pretty good prestige in no time at all.
The other way is to simply solo missions in RWZ from Borea. She gives an endless supply of Rikti timed missions. Solo them on tenacious to up mob count, and make sure you let all the Communications Officers summon their portals before killing them. Those portals are worth quite a bit of influence for a level 50, so conversely they'll be worth quite a bit of prestige for the same 50.
As for what levels get the most prestige, 50s can get it the fastest. The reason it seems like more at low levels is you don't have to exit SG mode here and there to get influence. I played my Fire/EM blaster in SG mode straight up to 50 (not advisable for new players, I have several 50 toons that can quickly and painlessly earn influence to fund my other toons, so I could afford to have him in SG mode all the time). He earned something like 3 million prestige for my SG that way. Granted, he was also comparatively broke as hell compared to my other 50s, but that doesn't matter to me.
So yeah, grab a 50 and start doing missions or whatever solo, and you'll earn prestige pretty fast. You can also get on an AV specific team, and enjoy the massive prestige rewards that come from taking down repeated AVs. Katie Hannon is also a good source of prestige, as you get 10 AVs in rapid succession and also get 4 pretty quick mission reward bonuses, not to mention the TF completion bonus. Half an hour or an hour of your time can get you alot of prestige pretty quickly.

I would love to do Rikti missions all day long. I love going up against the Rikti. Granted have Integration helps against all the Mez attacks. I never get stopped by the mez attacks, I would find that very frustrating to get slept or held all the time.

Question, where is Borea, and what level do you have to be to talk with her?

Borea is in the Rikti War Zone. You have to be a minimum level 35 to enter there. Once in the base, go to the portal that takes you out of the base and into the zone, turn 180 degrees, and Borea is right in front of you, against the wall. I'm 99.99% sure you can get missions from her anytime you want to, as in as soon as you can enter the zone, at level 35. I haven't tested it personally, but I will and let you know if you can't. Until then, assume you can do missions for her as soon as you're level 35.

I find the best way is get your SG to do taskforces, that racks up the prestige.
The other ways is to take on bosses a few levels higher than you, risky and fun.
Oh and never leave SG mode even after 35, use Wentworths to get your IP. You have to plan your invention and other purchases but but you get by.

this is what my SG does...especailly for low lvl's....good prestige (tho i am not sure what the high lvl toon gets)
pick a low level radio mish, make sure that person stands by the detective so it makes it easy to click no for the safegard mishs (and make sure everyone is within the 5 lvls) and have the 50 (or whatever toon high enough you choose) go do the mish.
everyone but that person who has the mish has to be inside, but they dont have to fight. the best mishs are the rescue ones because if there is ambushes, they wont attack the high lvl person.
i know for low levels, i would get 300 prestige easily depending on the lvl running, sometimes 375. once the safeguard comes up, click no, and continue. recycle, rinse and repeat. very easy and very quick mishs too

As someone playing two accounts, you just gave me a neat idea. If I took a 50 villain and a 50 hero into RV and grabbed heavies, I could do that with myself :)
Or I could take two heroes into RV and take pill boxes twice as fast. Wa ha ha! Now all I have to do is mad-level my Villain this weekend. My highest is still only level 34 :(
I haven't figured out where all the TFs are for good exp on the villain side.

I actually did that trick to get one of my lowbies up a quick level so he could participate in a TF (he was half a level away). It worked very well, but I did the SG missino because my 50 needed the badge and my lowbie needed the temp power.
