Any power that hinders an enemy from attacking is always helpful. Seeing that Fear is one of the least resisted status effects(not counting IO Slotting) this power can be useful if it hits.
Slot with the following enhancement types.
Acc, EDisc, Fear, RA, RC, To Hit Debuff
It would depends on how many slots you want to use on it. I would use Acc,Fear,RC for the most part, or change the RC for the To Hit Debuff.

Having been on the receiving end of Intimidate from a BS/Regen scrapper, I can say that it works very nicely in PvP. It forces most people who have a mez shield to bring breakfrees if they want to do anything. Plus, when they run out, or don't remember to bring them, they are pretty much held in spot, so no more runners. The only problem with Intimidate is that fear is not the most efficient mez. They shiver in place, basically immob'ed, until you hit them. Then they can either use 1 power, or run for a couple seconds before returning to the shivering. The problem is that most good PvP'ers have either phase shift type power.

It works pretty well in pvp but has a nice chunk of an activation time which can kill you in pvp if you take it and slot it i would suggest 3 fear duriation 1 recharge 2 accuracy, the duriation is rather short.

No, I'm not sure which fearpower hit me last time, but it didn't turn of my shields.
