Well after a lot of time killing charr and in the end buying sup charr carvings, I finaly have all 250. I was very happy and wanted to get the head gear right away. Eventualy I have been walking around that area for over an hour and this "Vael" still wouldn't pop up.
I completeden EotN, so I also have done the missing vanguard.
Does anyone has a tip of how to get to this guy, or could even help me in-game?

Little update:
Jarm was kind enough to help me find him. Abandoned all Ebon Vanguard quest to be sure (although none of them had anything to do with Vael). We walked around with Jarm leading the way and after 15 minutes we didn't manage to find him. Not even whispers O.o

But it does match the color. It's the same brown as FoW/Elite Duirds/15k Studded/primeval armor. If I dye it white, it's less bright than the white on my armor so that woul look nasty.

xD that doesnt look good! you lies!
It looks horrible on most characters no matter what color you dye it. Only one ive seen it looks decent on is a sin with FoW dyed white or black with the mask matching white or black
