I have been reading a lot about tier armor, and was wondering, what is it?
And what do the different tiers stand for?

tier armor if for raiding players, its basically just a set of armor. all of tier 4-6 are post BC and are lvl 70, tier 4 is kara/grulls/mag tier 5 is SSC/TK and tier 6 it Hijal/BT. the higher the tier the better it is and the harder it is to get. the sets have set bounus, so like for example my rogue tier 4 set(2) bounus increases my slice and dice by 3 secs, and i need 2 pieces of tier 4 to get it, and when i have 4 pieces i get 15% chance to add combo points after a finishing move, and there are 5 pieces for each tier post BC
