this is funny. my mate told me he got a new ui which looks amazing. he showed me screenshots and its horrid. its just someones work of re-organising the inbuild ui. thats all. its not a mod as such like u get for wow which changes the physical graphics.

I think he used Texmod. It's a program wich you can change your in-game graphics with.
For more information you can look here (clicky).
Than you can download texmod here (clicky) and
download some player made mods here (I happend to find an UI page they didn't have before).

Its not illegal. As long as you don't change what other players see, its legal. Thats why Texmod is legal.

i have not done texmod stuff before but what do i do? after i download it do i have to start guildwars a different way or something?

Ok here comes noob explain =P
You open texmod. Click on the folder icon. Select GW.exe as your application.
Now you will see 2 white boxes at the bottom and a button called Run. If you press Run now, GW will just start and nothing has changed.
To add a mod, click the little folder icon between the white boxes and click Browse.
Search for your mod and load it into texmod, so it appears in the left white box. (you can load as many if you want).
Now press Run and it should work! =]

Uhm, because Guild Wars doesn't have an XML based UI setup (unlike say WOW, EQ2 or Vanguard) it's pretty hard to make a mod for the UI that doesn't in some way violate the EULA.
EULA violation and illegal are two different things btw. ArenaNet's EULA isn't legal in every country, but that's nitpicking. I'm not sure whether Texmod is or isn't in violation of the EULA. Rule of thumb is if you need to alter (or overwrite) files provided by ArenaNet, it's "illegal". Also mods that interpret the data-stream (required for botting) are "illegal"
Incidentally, Guild Wars has one of the best designed and inherently flexible interfaces out there. The Chat for instance is probably the smoothest out there. Everything can be resized, moved and hidden as you wish. So why anyone would want to mod it, I don't know :-)
Anything a mod could add would be below par compared to ArenaNet's stuff.

whoah that is a bit freaky that one. I like the spirit radar too :S this could help when saccing to know where 80%hp and such is for some skills to kick in apart from that not sure... just looks kinda cool.

hmmm that updated radar thing is kinda cool, the rest looks a bit strange though...it'd be nice if they had an upgrade just to fix radar range

I used that spirit radar in AB and RAa lot too (to stay withing spirit ranger of ranger spirits etc.). I'd like to use texmod a lot more, but it annoys me that when I walk through a portal, 75% of the time my whole screen gets a picture over it, while it shouldn't be there.
Like this for example:
In this example you can still see everything, but imagine this with an entire world map in front of it.. yeah exactly =P
