/petsay_all <_em action_> is the command (without the _ in the bracketed part), with the emote you want in place of action, not sure about binding to keys as I prefer macros over them . This way I have a separate button in the power tray i can see to use. (i do this for defensive mode as well). If you do want to try the macro just add /macro dance petsay_all <_em dance_> this adds a button marked "dance" to your tray that you can click like any other power and will make your pets dance, or what ever else you wish them to do.

Ooooh! That's a nifty way to write tags. I'll have to remember that one.

If setting up macros was the case, how would one go about setting a macro to switch all pets to defensive mode?

the one i use is
/macro def petcom_all defensive follow
This will set all pets into bodyguard mode. Those new to MMs this means your pets will share in any damage you take and will attack any foes who attack them or you, they will pursue to a certain distance before returning to you.
