I'd say both, just for the supplement to S/L damage, but if its one or the other, I'd say Aid Self.
Virtue:
*Titan of Granite: lvl 50 Tanker*
*Neo Nebula: lvl 50 Controller*
*Cilux: lvl 50 Scrapper*
SpecOp Wolfsbane: lvl 24 Scrapper
Justice:
*Xenokrates: lvl 50 Brute*
*Kuramaru: lvl 50 MM*
Wolf Fury: lvl 36 Brute
Guardian:
*Titaness of Fire: lvl 50 Tank*
Shikimori: lvl 36 Controller
Gun-Power: lvl 26 Blaster
Zanpakuto: lvl 45 Scrapper

I have Aid Self on my SS/Elec brute, and I love it. I don't really seem to need it as a life-saving power, unless I get multiple mob aggro or am up against an Elite Boss of some sort, but I mainly use it as a downtime reducer.
Tough would be nice to pick up, since most of the incoming damage is S/L, but it won't really help you in the bigger, tougher fights against Elite Bosses/AVs/Heroes. Generally they do damage other than S/L, and Tough will just be wasted endurance.

Weird. In all the toons I have made I have never picked up aid-self nor tough. I think I just want to taste all the primary and secondary powers first. Probably not the smartest, but I can't say I ever had the feeling I missed out on them. So my advice is to pick neither :)

to just add on to this w/o starting a new topic ...
What powers can you skip as a /elec ... looks like only lightning field and respect out of conserve power at 35.
Any thoughts on this, as i'm doing Elec/Elec i'm taking alot of the powers and maybe 5-6 pool powers it's going to be close

You are right on the respec out conserve power at 35, but all the others in your secondary are a must. Lighting Field is personal pref, but I use it, it helps keep your foes attention so they croud around you, and since your primary is elec. you have alot of aoe.
Primary wise, I would not pick charge brawl, and depending on your pool power selections, could consider living without chain induction.

yeah, forgot about Lighting Clap. I had and respec'd out. You have Thunderstrike and Lighting Rod that put your foes on the ground.
