I want to make mind controller for PvP and im trying to decide which could work better. Rad has all those wonderful debuffs and kin has great buffs i cant figure out which would be better. I would like your opinions

They are both great sets if you know how to play them. If you would leave it to me I would be horrible with both sets. I simply can't play a controller. Just pick one and see if you like it. If you do, yay for you. If not, start over with the other.

Unfortunately, there is no better set. It's all about play style and how you like to play. Personally, I'd go with Mind/Rad. The buffs from Kin do great if you have a pet which Mind dose not and Mind has 3 AoEs which would benifit from Debuffs. That and Rad is just awesome :)
Controllers FTW!!!
Heroes:
Spectral Storm, lvl 50 Illusion/Storm
Powerlevel Man, lvl 50 Fire/Kin
Rider of the Flames, lvl 26 Fire/Fire Blaster
Sound Barrier, lvl 24 FF/Sonic
Cap'n Ghostbeard, lvl 24 DB/Regen
K'zilix, lvl 12 WS
And, lvl 8 Invuln/Fire
Villains:
Lt. Surge, lvl 40 Elec/Stone
Skull Cyborg, lvl 29 Bots/Traps
And various other lowbies...

Rad will do better in PvP. Kin is nice, but it really does best against a large number of foes in the late game. You could use Siphon Speed to heavily slow an opponent, and Siphon Power to alter the damage ratios; You could also use Transfusion and Transference to potentially sap a foe of endurance, providing they don't have end drain resistance.
Still, I'd say Rad. Reliable heal, autohit nasty debuffs plus the fun of Lingering Rad to slow them, as well as reduce their regen rate, makes for a solid secondary.
