A friend introduced me to Guild Wars and I made a character and lvled up to 16 in one weekend and now I'm kinda stuck. I can't find any quests on Sheng Jei island and the main island is full of lvl 20's. So I have no clue where to lvl anymore.

just go to the mainland and grab all the quests in KC go do them.
dont be afraid to fight the 20's on the mainland in bukdek byway and wajjun bazaar they are teh suckage anyways. just get henchies and go do quests.

Do the missions on both islands if you haven't yet. Are you going for the survivor title? If not, just fight the higher lvl ppl.

First thing I would suggest is to go back to all the spots on shing jea island and make sure that all the quests are done.
next, I would travel from the docks to kaineng city. There are several simple quests that are little more than "go here and talk to someone" quests that are fast and give good exp.
last thing, if you're running with a full hench group it's not that bad because they are all at lvl 20.

First of all Welcome to Gameamp!
Ok now for your problem.. at level 16 I think it's doable to fight the lvl 20's if you just take the lvl 20 henchmen there. Be SURE to always take the monk (mo) hench and ritualist (rt), because they will heal your party.
Do avoid getting damage, target a foe > press ctrl + space (this should make you say "I'm attacking.."). Do this when the enemies are just outside the circle on your minimap. Your henchmen will than rush in and take almost all the damage. I don't know wich profession you are though. As an Assassin you will have to charge in battle and there's a bigger chance of dying ;)
Being a spellcaster will allow you to stay on the background and avoid almost all damage.

sounds like what happened to my ele, skipped some of the secondary quests and ended up to high level to gain xp on shing jea and to low to really do anything on the main land. best bet is find whatever quests, maybe run a group of 4 henchies (2 healers) and find what you can kill easily for higher xp

A little add: If you have an other campaign, you might consider getting a run from the Marketplace to Kaineng Center. You can than travel to an other campaign (I suggest NF for heroes) and lvl on there untill you meet the requirements for Factions.
This is also one of the reasons I hate Factions to be honest..

that's no problem, my warrior still isn't lvl 20 and he's done Nahpui Quarter already (a mission, kinda mid factions)
(he now is lvl 18 or something like that)

Yeah, I'm an assassin, that's probably my problem. Though by the helpful advice I've been provided, I just need to tackle those lvl 20's with henchman ^_^
and I wish I had another campaign : \
