Im not sure weather its a glitch in Mids or something, but can you slot RTTC with dark watchers dispare? And if so, will the extra effect on the last one (10% chance to give foe -25% recharge debuff) work?

Well this certainly explains the icon in my window when I fought a brute in RV.
I will say yes from experience of being on the receiving end of it.

Yes...from being on the dealing end of it. :) Dark Watcher's Despair can be slotted into any ToHit Debuff power. RttC is a ToHit Debuff power.
