not including the race spells you can get from title tracks, prophecies is the only campaign that gives skills for your professions. so would a skill pack be better in the long term? so u can simply go to the trainer and purchase them regardless?

Well I bought all skill packs except for prophecies (I unlocked almost all skills from that campaign). The main reason I did this was for PvP. I was getting tired of not being able to play a build cus I didn't have 3 of the skills.
So in te long term.. I'd say yes it is worth it.

not free skills, just means that they're available for you to purchase straight away rather than having to unlock them so they can be available for purchase.

I think that, ultimately, this is a choice everyone needs to make for themselves.
The packs unlock all basic skills (dunno about Elites, might be) for PvP, but do nothing for PvE. So if you're solely into PvE, there's not much point to it. Especially with Prophecies.
If you're into PvP it becomes a bit different.
Buying the pack allows you to focus on getting other stuff unlocked. Or if you want to join a "Premier" (read stuckup) PvP Guild that demands you be able to play any kind of build at any time of the day starting from day one, it's a good option.
In the end packs are all about saving time.
If you feel unlocking skills for PvP to be a grind, go for the pack.If on the other hand, unlocking skills gives you a sense of achievement and satisfaction, I'd say don't buy it. You'd be spiting your own face.
But most of all, you should do what you want to do. Don't let other people decide it for you. It's your game, your account and your money.

Keep in mind if you do have tomes they can capture those skills because they are unlocked on your account.

Also being they are unlocked on your account they will be available for your heroes to use. But mainly its a persons choice. IMO its not worth it for PvE but for PvP it would really help a lot.
