I found this little tidbit on the official wiki on Gaile's news page:

New government regulations in Taiwan, which take effect April 1, restrict game companies in that region from effectively suspending or banning accounts for participating in professional farming or real-money trading. Guild Wars is highly impacted by local regulations such as this, because Guild Wars operates in a seamless, connected manner between all territories. We cannot sustain a seamless connection when we are unable to effectively police the game in one territory, because professional farmers in that territory could severely damage the game’s economy throughout the world. Therefore, we are forced to disconnect Taiwanese service from the rest of the game world as of April 1.
Users in Taiwan will still be able to participate in their international guilds and compete in international PvP, but as of April 1, they will no longer be able to enter international districts, trade with players outside Taiwan, or play in PvE environments with players outside Taiwan. |
I guess they are very serious about gold sellers. Disconnecting an entire region to control gold sellers.

Too bad it will affect casual players aswell, but guess ANet have decided that aren't a lot of them in the Taiwan region as they're disconnecting a whole region...

Can be,but if it is a April's joke is the worst ever..
This isn't something to laugh about ,,
Think they are serious,and i hope they are,,Would save alot of trouble for non-taiwan servers/players

who cares, i doubt many ppl went to asian districts to search for groups for missions or whatever...only thing i ever had to do with asia was syncing in RA from there as it was so isolated AT START but THEN EVERYONE started doing it -.-
they will still advertise their sites in ID anyways and u can still meet them there when ppl buy gold off them, doesn't change alot.

I went to Asian Districts because i had less lag there, since almost no one was there. Also went there to get out of Chat Flooded Districts.

u can still go to russian districts or other district where there not much people there still many others then assian ones

Sounds real enough*.
It's not so much segregating a country because of botters/RMT seller as it is not being able to provide the "Global Guild Wars Experience" so to speak, due to local laws at odds with the global Terms of Service.
In other words, in order to keep GW available to Taiwan they have to set up a cut off Region which will operate under different rules. Not sure if they will/can do it in such a way that Taiwan can participate in PvP (You can't trade with the enemy in PvP right?).
Also wondering how they want to enforce this, if memory serves you can switch up to 5 times between Regions. They'd effectively have to filter based on regional location as anyone in Taiwan can buy a non-Taiwanese client if they so wish.
Hmmm, interesting.
*April's Fools: It's the first I heard about these "government regulations in Taiwan" and I tend to follow that kind of news. The wiki-page does not cite any press release either. However, I don't see Gaile Gray risking inciting a country's playerbase for a lark.
