When I want to add game it shows: Exteel is not available in your region no matter how much I tried (I live in Indonesia that's why)

If you can't create one with this page, I'm afraid we can't help you. Since an eXteel account is associated with a PlayNC account which possibly contains such details as banking or Credit Card info and is considered the legal owner with full responsibilities thereof, no-one in their right minds is going to create an eXteel account under their PlayNC account for you to play with.
So if above link doesn't work for you, you have but one remaining course of action:
