My thoughts:
I'm fine with everything up until Scrappers and Tanks.
1) Scrapper - Fire Melee: It's the Brute version of Fire Melee. No Combustion, Cremate instead. :( So one AoE down. Aside from that, it should be a good set.
2) Tanker - Dark Armor: Why is Cloak of Darkness there? What Tank would need a stealth power?!

Even though it is stealth, it is also a defensive set.

It's officially on test, and even if you don't have a beta invite you can get as far as character creation, so the NDA doesn't cover it =]

Cloak of Darkness has Dark Armor's Immobilization protection. And stealth is useful to tanks who like to position themselves better before aggroing a mob. Plus, stealth powers can be used to skip mobs. If Dark tanks take Recall Friend, they could be an asset to their team, being able to skip past a potentially dangerous mob and teleport their team to them.

well, with my main being a dark/dark scrapper, i feel obligated to reply. Cloak of Darkness is the only power with +def in the set. its the immob protection as metioned before.
however, it does not decrease threat level at all, so aggro shouldnt be a problem. it is also an all around cool looking power, as you are nothing more than smoke.

As for the Tanks getting the stealth defense armor. Meh... I see the advantage in being to get in better position before a pull, and some great story lines for heroes that could be originated from it.
My old running mate was a Dark/Dark Scrapper, and our partnership was based on our dark agenda story lines.
Besides, the Devs didn't get creative, they just imported and tweaked. So don't expect much of a change in sets, just a change in the calculations.

Aim is the tier 4 in the Psy Blast set, so it's available at level 6. :)
Build Up is the tier 3 in the Energy Manipulation secondary set, so it's available at level 4.

um.....so unless you take either the mental manip set or take the melee AoEs that only two other secondaries have if you want an AoE before lvl 18? silly.

We'll see. Dark still has better resistances. Although Healing Flames is the best self-heal in the game, IIRC.

It looks to me like Build Up is the fifth power in the set, so it would be available at level 16, right? And it looked like the same thing on the test server when I was checking out the new costume craetion tools.
It looks like if you want aim and Build Up by 6 now you need to be an Ice/EM Blaster. And since that sounds like fun, I might have to roll up a new toon. Thanks for the the idea RonJ73.

Ok, I logged onto test and looked at the new stuff, so here's my two cents worth.
I like the additions mostly, although I won't be a big fan of dark for tanks. But then again, I'm not a big fan of dark melee in general. However, the controller and defender sets have me excited. Thermal radiation and cold domination look to be awesome sets. The psychic stuff for blasters looks very good also.
All in all I think I'm gonna love the new changes in I12 powersets.
