They just released it to Closed Beta Testing so it will spend a few weeks there. Then it will move to Open Beta Testing with what will be the fine tuning of everything they would like to release. I would see this coming the end of May or the beginning of June.

And just so you all know. I didn't break any non-disclosure agreements or anything. I'm not in the Closed Beta. However, if you have the test server, you can get into the character creator, on the test server, you just can't hit the "Enter Rogue Islands" button.
One thing I don't like is that Quickness is the level 35 (tier 8) in Super Reflexes. The only GOOD thing I saw about super reflexes for a Brute was that Quickness would rock the Fury bar. Sadly that's not going to be the case now since you won't get it until you have a really good attack chain anyway. :/
Hopefully they'll move it down the list before it goes live.
Also Note: All of these powers are subject to change. This is the VERY early stages of Closed Beta, so things could change a bit before they hit live.

It will be odd having a stalker with a real AoE attack and not a cone like Spines or Dual Blades

This is the one that has me most curious. Electric Assault is not consistant with the other secondaries sets of Dominators; the only ranged attack is eletric fence which is an immobolize, and not a real attack (IMO), and the rest of the powers are melee based. Of all the sets that will be released with I12, this one will have the most changes to it.

The Dev's have said that the Elec Assault set is a filler for the real powers. Right now, it's an exact duplicate of the blaster secondary, Electricity Manipulation.
