It has to be a link to example Youtube, or something else, you cannot just let people access a file that is on your computer, you'd have to upload it first, i suggest to just make a YouTube account and then upload it.
MegaUpload also can do videos i think, but you cant watch it online, just download it then watch it, so i think YouTube is the best choice.

Yes and No, the King/Queen only serve a symbolic status, as they Do not make law's or anything, the only thing they do these days is write their signature when a new law is made, plus ofcourse every year reading the list of what's been going on and such.
In Holland, the ''Second'' Kamer/Room (whatever you'd call it) makes the Law's, and the ''First'' room reads and checks the laws if they are correct, so laws that state we must all wear cakes on our heads aren't declared a Law at all. :P
And the Queen makes it Official by writing her signature on it, but she has no control or power whatsoever to decline it.
Yep, silly, i know, that's the law. The more twists and turns it has, usually the better somehow.

actually she can decline it, but if she does, she has to 'treed af'/stop being Queen :P
