try starting it in safe mode and doing a system restore.
to start in safe mode press f8 before the windows logo and selecting it off the menu. one your in windows safe mode
click start and to to accessories > system tools > system restore follow the instructions.
edit : yeah to do that would require a restart the menu I speak of is actually one accessed before windows boots up.

try with
ctrl+left shift+esc
then you got the taskmanager
new task
and type
explorer.exe
normally you get your userbar back

had the same problem a long time ago, and this is only a temporary fix, you have to do it everytime you load windows.
read jamnogs post again, you press F8 even BEFORE windows loads, as soon as your pc turns on, before the windows loading screen appears. just system restore to a date a few days before you had the problem

Well thanks for ur replays the problem is that when i do that f8 thing i don't get the screen could it be that it is because of Vista? anyways i found another way, like i mentioned before i went into the c:/programs:/windows:/and then i used the explorer.exe and then my wallpaper and my task bar! so that worked.
Now i then went into to the system restore, the problem is though once i get into this screen it only gives me 2 dates, both are not before i had these problems!!! what can i do??

Do you use some type of cleaning program like TuneUp or CCleaner? (Ccleaner i doubt) something might be removing your Sys Return information, its good to clear space, BAD when you actually need it.
I dont use Vista so i don't know wether or not its Windows doing "Indirect" harm to itself, all i know is take the shot and just keep going as it is, no sense in restoring to a point where the problem actually wasn't *fixed* yet, if it works now, it might work next time aswell, if not, THEN you can try system restore with your hearts content.
Otherwise, just keep going if the error doesn't appear anymore.

Ok, so... Do you have a Windows XP installation disk lying around? Sounds like upgrading time to me :-)
Try making another user, it's never good to use only a single user on a Vista system because it has admin rights by default then and you can screw up your system easily, as you already found out...
New user, check if it has the same issue or not.
If it doesn't backup your documents and stuff you really need and dump the default user's desktop settings into your own account and check that your account is owner of those files, not SYSTEM. The try again.
If that doesn't fail, make 2 accounts. One for admin use, one for regular use and start using the regular one for general use. It won't be able to fsck up as easily.
