I know that in some areas if you'd map travel or something like that you'd end up with 6 players in say Sunspear hall where 4 is the limit.
I think that's the reason, i'd love to see the exploit where people run around in 16 man groups.

the bug was that ppl could make 15 man party's , etc in some 8 man areas (for those ppl that didn't know) this update fixed that bug

@,@; didn't know about the 15 man party glitch.
In Istan sometimes when you finish a mission you are auto warped to Sunspear Great Hall (Blacktide Den Mission is one) and you can end up with more than the normal party size.
I have always H/Hed that mission and loose 2 hench at Hall since they are not available there. I still usually have 6 man group.
Could be fun to use that to get a larger crew for HM sometime :P
