what salvage do I need for the 5th costume & what contact do I see to get it? any info will be much appreciated,

You need a full set of Halloween Masks.
I forget how many they are, but you should be able to search for that here :-)
Masks are only available through Trick & Treating, which can only be done during the Halloween Special Event. Sometimes masks are still available on the auction houses but prices rise until it's almost Halloween again.
When you have all the masks, you need to go to a desolate little island in Nerva Archipelago to speak to a contact. Again, I forget the name. It's where the VG base Teleporter dumps you and the contact is the only person on the island. Should be easy to spot :-)

You can find the Salvage needed on the Black Market, usually going from 100k to 300k a piece. There are 4 pieces, Statesman and Recluse Mask, Back Alley Brawler gloves, and a Hamidon Costume.
Just go to Salvage -> Event and tehy should all be listed in a bright orange.
Granny Beldam is the old hag you're looking for. And yeah, you can find her on the island you teleport to from base, Nerva.

Hey! Some complete stranger gave me a full set of masks because he/she liked my L20 costume and Phe dragged me through Purple invested Nerva. I didn't forget details I never really knew :-)
