I got a bunch of level 5 or so armor pieces that have stats like +0.1% defense. Then I get I get a level 10 piece still saying exactly the same. Is the level 10 piece better or just exactly the same?
Or more importantly. On several quests you get special rewards. Like level 1 slippers with a bunch of minor stats on them. Later I find a level 18 piece with lower stats. Common sense tells me level 18 must be better than level 1, but is that really the case? Does armor have hidden basic stats, or really just the ones it lists?

Not sure, nobody really knows much about the itemization yet so we'll have to wait and see. At higher levels the difference becomes bigger but still not sure how much.

Yes, this is very confusing....
Seems like most folks are just going with the stats, so I'm keeping the lvl 10 over the lvl 18 stuff if the stats are better. I do think there is a diference to the base between things like light armor vs. medium armor, though proof is hard to come by at the moment. >.<

One thing that ads to the confusion, in the Tortage area at least, is that some of the Destiny Quest Rewards are on a different level requirement scale. Some of that stuff is "Level 1" but beats a Level 5 or 10 piece. It's also a bit hard to compare a +0,02% endurance regen boost with a +0,5 Strength or some such. I do know by now that it's the usual White < Green < Blue < Something more shiny color coding for awesomeness/rareness.
It'll be interesting to see what happens when the auction houses re-open. Personally I'm glad they're keeping them closed till they worked out the duplication bugs. I still remember the problems with duping in Vanguard :-/

Wanted to bump this thread to see if anyone can shed some light on things. I'm still confused at whether a level 1 requirment armour set which has the exact same armour boost as a level 20 requirement armour set actualy does the same thing. Or as Phedre said is there a hidden difference? Surely there must be a difference especialy since it costs like 10 times the amount at the crafter to get a level 20 set. I'm still using my level 1 pirate pants over my level 20 rough stitched as they still seem to be better.

Not sure yet, I know theres differences between cloth/light/med/heavy/plate and large differences they are. Its like theres armor values, but hidden from the UI on top of invuls.
Stats are currently not working either yet I think, currently its +100 STR for +1 DMG, kinda messed up considering my damage hasn't gone up by more then 25 since lvl 50ish (67 atm).

The level requirement is just that. A level requirement.
When you take a good long hard look at the items with level requirement 1 and stats of 20, you'll find the former are all of the "award for completing a Destiny Quest" category. Since several of those can be gained from level 5 through 13, you can just assume that Devs didn't want to bother creating L5-13 requirement versions for each of those and left them at 1. You'll be able to get closure that way and move on :-)
