How do you get Grand Mason Stonecleaver to appear at Droknar's Forge?

He doesn't spawn in Droknar's forge, but in the area after you complete Hells Percipe
|

As Timi said, you can only get to him for the Deldrimor weapons after you complete Hell's Precipice.

I have completed Hell's Precipice already, so i need to just go back and do the quest again to get to him?

Yes you need to repeat the mission but you can only craft an item when you have gained a green
|

you dont have to be equiped with a green item, you need to get a green item in exchange for the talisman.
after that you can craft a clean weapon
EDIT: cant find that information, but timi said so...
