Update - Thursday June 12
Skill Updates

In this update, we are again changing a few key skills for PvP only or for PvE only. However, most of the skill balances are the same for both the PvP and PvE aspects of the game.
PvE and PvP

Most of these changes improve upon existing skills. A few are power reductions that are not expected to be detrimental to PvE play. Three skills (Soul Bind, Rust, and Lightning Touch) are having their core function changed to make them more useful outside of niche circumstances. The following skills will change in both PvE and PvP:

Elementalist

* Rust: increased Energy cost to 10; decreased casting time to 1 second; functionality changed to: "Deals 10..70 cold damage. For 5..20 seconds, target foe and all adjacent foes take twice as long to activate signets."
* Lightning Touch: functionality changed to: "Target touched foe and all adjacent foes are struck for 10..60 lightning damage. Foes suffering from a Water Magic hex are Blinded for 3..8 seconds. This skill has 25% armor penetration."
* Arc Lightning: increased conditional damage to 15..75.

Mesmer

* Drain Enchantment: increased Energy gained to 8..17.
* Drain Delusions: increased multiplier for Energy gained to 4; increased recharge to 12 seconds.
* Wastrel's Worry: increased damage to 20..100.

Monk

* Strength of Honor: increased recharge to 15 seconds.
* Holy Wrath: increased recharge to 10 seconds.
* Aura of Stability: decreased duration to 3..8 seconds.
* Balthazar’s Pendulum: decreased duration to 5..10 seconds.

Necromancer

* Fetid Ground: decreased Energy cost to 5.
* Suffering: increased Health degeneration to -1..3.
* Vile Miasma: increased Health degeneration to -1..5.
* Soul Bind: decreased casting time to 1 second; functionality changed to: "For 30 seconds, every time target foe is healed, the healer takes 20..80 damage. This hex ends if target is suffering from a Smiting Prayers hex."

Paragon

* "Can't Touch This!": decreased Energy cost to 5.
* Barbed Spear: increased Bleeding duration to 5..20 seconds.

Ranger

* Antidote Signet: functionality changed to: "Cleanse yourself of Poison, Disease, Blindness, and one additional condition."
* Barbed Arrows: increased duration to 24 seconds; removed easily interruptible; you now have -40 armor while activating this skill.

Warrior

* Bull's Charge: increased movement speed to +33%.
* "Charge!": increased duration to 5..13 seconds.
* Symbolic Strike: increased conditional damage to 12.

PvE Changes

The improvements here are appropriate for PvE but would not benefit PvP play balance. The following skills will change in PvE:

Dervish

* Mystic Regeneration: decreased recharge to 5 seconds; increased the maximum number of enchantments counted to 8.

Mesmer

* Energy Drain: increased multiplier for Energy gained to 3.

PvP Changes

The significant power reductions here are important to address current PvP play balance but are not necessary for PvE. The following skills will change in PvP:

Mesmer

* Mantra of Inions: decreased the recharge of signets to 5..35% faster.

Ritualist

* Ancestors' Rage: increased duration to 2 seconds; decreased damage to 5..50; functionality changed to: "For 2 seconds all foes adjacent to target ally are struck for 5..50 lightning damage each second."
* Splinter Weapon: decreased damage to 5..30.

Warrior

* "For Great Justice!": functionality changed to: "For 20 seconds, when you hit with an attack, you gain 1 additional strike of adrenaline."

Bug Fixes

* Rift Wardens in the Underworld now only teleport the player speaking to them if the Underworld Chest has appeared.
* Fixed a missing player name in Norgu’s dialog in the Throne of Secrets.
* Fixed a bug that caused Heroes and henchmen to occasionally respond improperly to placed flags when fighting enemy Spirits.
* Fixed a bug that caused some catapults to hit the area around themselves with their attack.
* Fixed a bug that caused Siege Devourers in Assault the Shaman to occasionally not hit enemy Charr they were targeting.

It doesn't change the meta all too much I am afraid.

The dervishes are untouched (Izzy has stated that "they weren't a problem")

Ritualist (runners) in general are nerfed. It will be interesting to see if the Splinter nerf is enough for people to stop using it though. Perhaps we get to see it chucked on a MB ele instead? What is sure thought is that we will now probably see a lot of monk runners instead (which isn't good at all)

Antidote signet is lol, I'm not swapping it for my Mend Touch.

The rest is pretty.... Pointless? At least from a PvP perspective.


Looking at the PvE-side of it not much else changes either, the biggest change might be Mystic Regen, but it's not back at where it used to be...

All in all I don't feel this update has contributed much to either side, it won't shake anything up unfortunately.

Maybe to him they werent, but you should have been in kamadan the day mystic regen got hit hard. People /ragequitting and deleting their dervish because "130's were useless now" I never found a problem with the Mystic Regen Nerf...you just had to re-apply it what, a half second earlier? There were so many Q.Q's flyin around i thought i was in micheal jacksons house...

I was thinking more about PvP when I referred to that, as they've been causing a lot of grief recently, triple dervspike being one of them. More in general it's the issue with a scythe having a too high base damage, allowing for some pretty insane crits hitting for well over 130 dmg in one hit. Add a Deepwound with a cover condition too (guess which elite), and you get a pretty good, if not fatal, spike. Mystic Regen in PvP has never been much of a problem luckily.

But yes, I remember the threads on Guru... Entertaining to read, but the sheer number of posts amazed me.

Also, why do they keep buffing charge? nobody cares but IWAY and IWAY is bad.

The wounding strike dervs weren't a problem, it was the SoH stacking with conjure.


The signet mesmer got a slight nerf, which is good. Normal mesmers got a buff through drain enchant (no need to pleak almost).

I wouldn't really say good, it's decent. They could've done more quite easily now with this new divide, and it puzzles me that they aren't even trying to balance any of the 2 sides properly...

My main question is; Why the hell did they buff Bull's Charge? Only time Ive ever used it was in AB to stop those damn kiters. Other than the rare cases its used in PvP its almost invisible to everyone in Guild Wars. Could be used for running now I guess...

Yes, you don't play physical characters apparently.

The thing is, this is good because it doesn't actually destroy the three derv build. Balance can make a stronger comeback, but I think condi and hex pressure will be really strong right now. It's enough to shift the metagame.

i lol'ed, i really did

each one of those skills was a huge menace in pvp

overall this was a decent update....pve'ers have thier mystic regen back, along with a few other skills to play around with

Maybe...but tbh the only time i ever used it was with the A/D DB Build. Now I use Live Vicariously (spelling?) and Vigorous Spirit now. Maybe for others the old 55 Mo/D may come back. Ill stick with 600/Smite though :P

Well i haven't used it either because whenever someone has a great farming build that rakes in 100k a week i never have access to PvE on that profession because its a PvP Only char, or my char sucks too much and it would cost over 100k to get it out there to ready farm that area or i just plain don't have the profession. That's what pissed me off so much and still kinda does, when i go play a new game for a while and i already got stuff equivalent to elite stuff in guildwars on the new game and ive been playing that other game less then a year, and gw over 2 years!!!!!

By PvP I suppose you mean HA(or GvG but I really don't see how that could be a threat in GvG).

How exactly were they that big of an issue? I don't HA (it's not fun for me) so I don't really see.

Hahahahaha, oh man that was A BLAST! Last match I d-slashed my way through in RA I had a monk absolutely freaking the hell out about it. Reckons he had 18 Dragon Slashes racked up, he didn't put up any blocking prots or stances, just sat there spamming his 8 healing skills, screaming "OMG HOLY S*** GET THIS GUY OFF ME WTF HOW IS HE DOING THAT NERF NERF NERF NERF!!!"

People run (or ran) Signet Mesmers in GvG and HA, the mesmers can perma-shut down the elite of opposing teams monks and spam a load of other annoying signets.

Because the mesmers don't need energy because all they do is spam signets they can mantain Strength of Honour on meelee chars. Using SoH on Wounding Strike Dervishes who use Conjure's results in tons of damage and deep wound spam.

And if you run two Signet mesmers you can take one with SoH and one with Holy Wrath, mantating Holy Wrath on your backline and midline dishes back a lot of the damage to the opposition and rending these enchantments was close on pointless as they had no recharge time so they can be replaced almost instantly with fast cast.
