| Single-Foe Damage - Who does more? |

Hey guys,
I'm a newb planning on starting up an Ice/Ice Blster, simply because I love Ice. Always been drawn to Ice powers, and Iceman is my favorite hero. :)
Anyway, I hear that Ice is meant more for doing single-foe damage due to the real lack of powerful AoE attacks.
But I also hear that Ice damage isn't as high as other Blaster types damage. And I hear that some Scrappers actually do more damage than a Blaster.
So my question is: Does an Ice Blaster do as much (or hopefully more) damage against a single target than a Scrapper? Or does a Scrapper do more? Since, afterall, Scrappers are meant for mostly single target combat, right?
I wanna be a Blaster so I can do major damage, but if a Scrapper can beat me damage-wise with Ice, then I'll have to pick a different power set... even though I don't want to...
No point in being a Blaster specializing in single-foe damage if another AT does more damage than me at the same job... so could you guys help me out please?

Just a quick question?
What does it matter if ice does 10% less or 10% more damage then any other power set?
Every power in the game has it's strengths and weaknesses. Every power set can give you a "leg up" if you understand how the power works.
I haven't played an Ice blaster before. My mains a fire, I've tried force, assault rifle, and electricity. I've also dabbled with kitana/broadsword scrappers, dark scrappers, claw scrappers, fire tankers, invincible tankers, empath defenders, force controlers...not quite EVERYTHING under the sun, but quite a bit.
Each has it's own plusses and each has it's own minuses.
Try ice, it's always cool to use a power that you already have an affinity towards. One of the reasons why my primary character has been such a favorite toon for me is that I created comic book characters when I was a wee lad, and the "lead" character was a fire blaster type (well, he was an energy transformer...but you can only do so much in CoH).
Try it, you may like it...and if you hate it...oh well. You'll be to level 6 in three hours anyway. If it's not for you then just start a new toon and give THEM a try.

I can give you some scrap intel:
Broadsword, katana, claws, dark melee and spines have a mix of AoE and Single
Martial Arts is primarily single target with only one AoE (which is for more knocking down enemies than damage).
I can tell you my MA/SR can one shot a +1 LT or +2 minion, when critical damage hits. Alot of MA attacks have a chance for critical damage or disorient/dazed effect. MA scrappers tend to be the ones who go after the bosses due to the lack of AoE.
But if you want to be the all around scrap I would suggest one of the other powersets. Now I can't speak for blasters but from a couple of times playing; with build up, aim, and high power attack you can probably one shot even or +1 minion. Maybe a blaster can weigh in.....

As a level 32 fire blaster, I can do 500 pts. of damage or more to a enemy on my level with my snipe. Roll that around in your heads for a sec...
Anyhow, I personally think you should play what makes you happy. You are paying good money to play this game, so play what you want, however you feel like playing it. Stop worrying about whether you can do more damage than another character, who cares? Just go and have fun. And you can always make every type of blaster, you have a ton of creation slots! Check them all out!

I appreciate all that's been said, but here is the thing:
In every RPG I've played, both regular and MMO, I've had high hopes for the Ice powers/character.
I always start an MMO with the class/AT that offers the Ice powers, due to my affinity for it. But every single time so far, for every single game, I have been disappointed.
It just never lives up to what I expect/want, and therefore I end up NOT enjoying myself with Ice regardless of my affinity.
I've just found that Ice seems to always get the short end of the stick... either it gets used as support magic, defense magic, or slowing/holding magic. It never gets used as attack magic. And Iceman always uses his Ice powers for offense ;).
So basically, what I'm saying is that in order for me to fully enjoy Ice, it has to offer damage, or else it'll be like every other RPG I've played...
Thus why I ask about the damage of the Ice/Ice Blaster, and why I wonder how it compares to others.
If I could be a Blaster dealing great damage using my favorite type of power, it would be heaven. Having not played CoH yet, I'm hoping that that's what the game will be for me. :)
I just don't want to start the game with my already high expectations for it, only to find out that my favorite power has been "gimped".
Keep in mind that I'm not assuming anything, just stating what it is I DON'T want to encounter. :)
This is where you guys come in. :D
You're all experienced players (at least waaaaaaaaaay more experienced than me) who know what's going on.
Essentially, I have noooo problem with doing 10%-20% less damage than all other Blasters, as long as it is equal to Scrapper damage, and greater than Tanker (including Fire Tanker), Defender and Controller damage. Against a single target that is. :) I don't want the highest damage in the game, nor do I expect it.
That's really all I want. And if that is true, then, awesome. I am really going to love this game. :)
But since I have no clue as to what is what, I ask, please, that you guys give me the rundown.

Such as freezing someone in a block of ice? (a hold, and is available to ice blasters) Or creating a shield of dome of ice? (not available) Okay, just pokin' ya, I know he has ice shards and whatnot. (available in the game)

Based on this statement, here is what I can tell you. Ice blasters definitely do more damage than tanks. They do damage that is generally equal to scrappers, sometimes better and sometimes worse. My personal problem with the ice blaster is that he never gets a snipe attack. Snipe is crucial in pulling situations, and is also my leadout attack as a fire blaster. If you can live with that, cool. Ice blasters are definitely fun to play, and in my opinion well worth your time.

I'll agree that his \"basic\" damage attacks are available in the game in the form of Bitter Ice Blast and whatnot. But in a lot of the X-Men comics where Iceman is a focus (especially his Icon series) you really get to see him dish out POWER, heh.
Though its true, Ice wouldn't be Ice without Hold powers. But a nice DD attack (its usually a long range SLAM that Iceman uses, heh) is needed too. I'm gonna assume Bitter Ice Blast is the one that fits that role.

I'll admit... I do love the concept of a Snipe attack. And they are probably the most cool-looking of all attacks too.
However, people in the official CoH forum seem to find that BIB is better due to its short activation time and only slightly smaller damage. I can't prove this, so, is this true? Does BIB really do that much damage?
Personally, I find (from looking and reading around) that the Ice power set looks pretty sweet. My only "problem" with it is that Blizzard isn't improved by Aim or Build-Up (a problem that should get fixed by the devs right?) and... Bitter Freezing Ray.
It seems to have a long activation time... similar to a Snipe. And only does moderate DoT damage. This hurts Ice Blaster DPS I think... IMH-unexperienced-O, a boost in the damage of BFR would be great.
OR, more preferably, just make it a Snipe attack that also holds. Like the Elec Snipe that also drains endurance. Up the damage of it, up the range, take out the DoT factor, but keep the hold, and give it a sweet animation. I think this would make the Ice power set AMAZING and I would just... never stop playing... LOL.
BUT, Nakoma, your statement gave me exactly what I needed to know, and I believe I'll be very happy with Ice. Thanks a lot. :)

My Ice blaster, Yuki-onne, lvl 24 on Infinity, Can two shot pretty much anything her own level (white to yellow)
She is an ICE/ICE, and so far, I love it. The lack of a damaging snipe power is a trade off, but the snipe you do get can put a serious hold on them. The great thing with the Ice/ice set is you can 'control' the enemy. A lot of the powers are straight from the controllers set, just toned down.
I have:
Primary-
Ice blast,
Frost breath,
Aim,
Ice Storm,
Bitter Ice Blast,
Secondary-
Chilblain,
Ice Sword,
Ice Patch,
Honestly it depends on how you play, an ice/ice can hold/disable their enemies and pick them off one by one. Bitter ice blast can do 86+68 damage, so 154 against a white. thats triple slotted with +1 SO's. range is really limited tho, very close for a blaster... with AIM on, it hits for 113+89, so 202 points of damage. I plan on getting build up when i can, so that should make her damage a lot better as well.
I love the ice primary, although i've thought that I should have picked a different secondary. That is until i got ice patch, (ROCKS) but still, lots of slowing/holds...

My Ice/Ice Blaster is 26 on the Freedom Server, I can easily hold my own against a group of 6 or 7 white/yellow cons and a boss thrown in there. With the proper strategy.
I recently respec’d my Hero, if you are just starting out, like me I grabbed powers that I thought would look kool, and slotted powers before I truly understood the importance of slotting. So play around with your choices until 24 at which time respect should be top priority, not to mention the respect TF is great fun too. As for damage we (as Ice blasters) might get looked upon as getting the short end of the stick, however what other blaster can hold 2 baddies, and root another while laying lightning fast chaos to a fourth enemy, and if planned right you can have the remainder of the criminals of Paragon playing slip’n’slide on your trusty Ice Patch. Not to forget our attacks add a slow effect to not only the enemy but also their recharge time on their powers, which could just help you get that crucial final Ice Blast out before they do.
I haven’t grabbed AIM yet, plan on doing so soon. I usually pull a group by laying down an Ice Patch and back pedaling a bit than activating Hasten, Build Up, and Combat Jump (can always use some more defense), then I let loose with BIB and Ice Blast, that usually drops and yellow without use of another power. Then just BFR one, FR another and rinse repeat until the cows come home. I thoroughly enjoy my Ice/Ice blaster and don’t regret not having snipe like my brethren blasters, with the abilities that we have as Ice/Ice blasters we can do without Snipe, don’t get me wrong damage is the name of the game for us blasters, However with Ice being the fastest animations, and added with Hasten and a few slots in my Hasten, my damage output in fast and continual.
My set up, Ice Blaster:

Ice Blast
Freeze Ray
Bitter Ice Blast
Bitter Freeze Ray
Ice Manipulation:

Build Up
Ice Patch
I picked up the Fitness pool also, had to grab Stamina, just to darn handy for well, just about every blaster. Of course I maxed out my Ice Bolt, Blast and BIB slots DMGx5-ACCx1. From what I’ve heard/read on posts about Blizzard and Frozen Aura, however Ice to me is a jack-of-all-trades type single foe blaster. I won’t be making an alt for quite some time; Ice is the way to go in my book…

Thanks a lot for all the info guys, really helps. :)
Couple more things though:
1) Exactly how fast is the BFR animation? I hear it's somewhat slow. I'm assuming its faster than a Sniper attack animation hopefully?
2) The Ice secondary seems a little lackluster to me. I'll be taking it anyway, but really, some powers in there just seem pointless.

Those are the powers that seem useful in my book. But these...

These powers... well... do we really need that many melee slow/holds? I mean, Frozen Aura is ok I guess since it's kinda like an "oh crap" button when you're really too surrounded... but... CE and FT...
With FR, BFR, Chillbaine, IP, and Shiver... when will you ever need those melee holds? Though I guess I see why Frozen Fists is there... maybe...
Correct me if I'm wrong, but I just think that we should get either more powerful melee damage attacks (not as powerful as Total Focus mind you, though that is a good example) OR more useful defensive abilities. Devices isn't really about the damage, but it has extremely useful defensive stuff. The ones we currently have (that I have mentioned) just don't seem to add enough to survivability...
Getting rid of FF and tossing in a Heavy damage melee seems perfectly fine and balanced IMHO. And CE and FT need to get replaced. Maybe something like Hoarfrost... that would really be a useful defensive power. FA can stay... an "oh crap" button is always good.
I dunno... I'm a newb and that's all words from the inexperienced. You guys tell me what YOU think. That has a lot more weight than anything I have to say. :)

Ice/ice blaster can sub as controllers in tight situations... the secondary isnt very good... with the primary i just go after bosses in the groups...If you hit them with both holds one right after another you can blast away at them with no problem... Ice blasters don't do as much damage as other blasters simply because they do not have as many damage dealing shots.... but they can save alota lives with holds and some craowd spreading powers that can be used to get your team out of a sticky situation. I like the combo of a blaster/controller myself. You will have to bear with him through the early stages because, they don't get reall everything you need till you mid 20s, but once you figure it out and get through the early stages ice blasters rock! I'd be happy to give you any pointers you need if you use this bild!

Thanks Icetastic. If you're still around when I start up my Blaster, I just might take you up on that offer. :D
But tell me, why do you think the Ice secondary isn't very good?
I mentioned my reasons above, but, really, what do I know? It'd be great to get the opinion of someone actually using the build AND at high level.
Also, do you think BFR would be better suited if it were modified to be a Sniper with the hold effect but no DoT? We'd still have a hold power; a slower activation time, but more damage. What say you?

I use ice blast as my snipe...it is pretty accurate, especially with an ACC SO in it... so I just use that as my snipe. The ice secondary I use the ice patch and have chiliban but i don't use it. The frozen aura is good but it misses alot, and if you keep in character and go with the cold mastery epic pool then you can get flash freeze, they are the same power except flash freeze is more accurate and does damage. Ice Patch is a great team tool...I like to sit it under my tank/scrap who has agggro and he will get hit less...the melee powers in the secondary are atually usful in the early levels but you will want to resepc them out later on. The secondary is good for the lower lvls but when you get high enough you wil only use a couple of the powers!

Hmmmm... from what I've read around, it would seem that BIB has a much shorter activation time than a Snipe, which doing only and Ice Bolt's difference in damage. So it as a Sniper seems pretty good.
My only issue with it is the range...
A Snipe has a range of 150, BIB has a range of 50...
Essentially, I love the concept of a Snipe and would be in heaven if Ice had one.
BUT I don't want BIB replaced by any means. Which is why I think BFR should be replaced by a Snipe with a hold, but no DoT. It would be the solution for the Ice Blaster DPS I think...
And besides, Chillbaine is essentially the same thing, only cheaper, faster, and quicker at recharging right? So I think a holding Snipe in the place of BFR would serve a better purpose, no? And its not like a Snipe that holds is overpowered, because Energy's Snipe has Knockback, and Elec Snipe has Endurance Drain... it would just be the Ice equivalent. I'll probably mention this at the official forums once I set up my account and try out the Ice Blaster. :)
But then again, what do I know?
Moving on... it hardly seems worth it to take a power set that really only offers 3 powers worth taking. That's basically what you're saying about the Ice secondary right? Chillbaine, Ice Patch, Build Up. Only powers worth taking if you go full out Ice/Ice/Ice according to you right?
Man... looks like I may have to wait out on the Ice/Ice Blaster until Statesman fixes the secondaries as he's mentioned in the official forums. :)
Cause I definitely want to go Ice/Ice/Ice, but I'd rather wait until that build is the best it can be. And according to you Icetastic, this is not the case right now, yes?

The secondary is useful in the early stages...I only took ice blast (which is waht you shuold use as snipe not Bitter ice blast) and not ice bolt, so i used ice sword and frozen fists alot in the early going, but if once you get higher you ge BIB and other ranged attacks that make it to hwere you don't need (or want) to be in melee range. The ice secondary is alot of melee....and as a blaster you don't relaly want melee...even if i get in melee range I still use my ranged attacks jjst to hit them right in the mouth. The secondary is useful up to a point where you can get enough ranged attacks where you don't need melee...(hasten and stamina are a must for an ice blaster) So the secondary is not useless, it just becomes less useful as you develop your hero.

i have an ice blaster and from what i have played on him i think you dont get a snipe becaues if you did it would have to slow the target and a slowed baddie running 150 yards is a long wait.

Alright guys, here it is. After researching, reading, and taking everything into account, I've come up with the build I'll be focusing on. Thanks a lot everyone for all the help.

Last thing, should I take Snow Storm instead of Recall Friend?
The reasoning behind this is:
Ice Storm + Blizzard + Snow Storm = Full out AoE damage.
This would seem to be a better combo than with Ice Patch since it gives me range. Ice Patch has a short range. Only thing is, this might be overkill...
However, Recall Friend would be great if things got out of hand. Say I'm grouped with a friend. Now, I'm doing just fine, but somehow, he gets aggroed and starts dying. Well, Recall Friend, Flash Freeze and take it from there.
Not sure which of those powers would be more useful...
Wait... I can't use Snow Storm after I've used Blizzard can I? I'll be drained... and Snow Storm is a toggle, so I can't really cast anything after Snow Storm... it'll just lose its effect. So Snow Storm+Ice Storm+Bllizard wont work.. it'll be the same as casting just Ice Storm+Blizzard.
I see... hmmmm... sounds like Recall Friend would be a better option...

umm, I have dabbled in a little bit of everything and My own blaster, a level 27 energy/energy blaster has literally been saved more times than I can count. Damage-wise, with a red pill or two he do more than my base damage, at times anyways. It seems that less enemies have resistance against ice, at least at my level.
For the "when you can get what powers at what level" part, that's all in the hand book. Also, there's a tool known as Hero Planner, that walks you through every step of the process, from choosing powers to slotting them and even what type of enhancements you want on your powers. I wish you luck!

Ice got the short end of the stick on 2 counts.
Snipe. Bitter Ice Blast should have been a 150 range, Superior Damage attack with a Slow secondary.
Blizard. It doesn't compare to Nova or Inferno by a LONG SHOT. The "ultimate" power of any blaster set should be a DEVASTATING attack. Blizard just doesn't add up. It's not BAD, but it's also not that good.
However...Ice got Hold, Slow and -Recharge. All great secondaries.
As a concept character, Ice is awesome. As a power gamer character, it's lacking in a few departments, but works VERY well in a team setting. I'm a Fire Energy blaster as my primary and I LOVE teaming with Ice blasters/controllers. It makes my Rain of Fire actually worth having for a change.

I will agree with the Snipe thing.
It seems to me that every single Powerset BUT the Ice set has at least 4 damage attacks not including the final 9th tier attack.
There is always 1 Sniper, 1 heavy hitter, 2 moderate/minor hitters.
With Ice there is only 1 superior, and 2 moderate/minor hitters. I'll admit that the activation time of the Ice Blaster is shorter, but recharge time is the same. So we'll deal our damage fast, but then what?
Basically, I still think that Bitter Freeze Ray is ridiculous...
It's activation time is enormous... it's longer than every other attack for a Blaster except Ignite and Full Auto. It's longer than every single snipe, and just as long as Thunderous Blast!
Because of this it requires just as much, if not more, planning than a Snipe and also requires that it be used before a battle and not in the middle of it... it functions just like a Snipe!
And what does it give us? A hold with moderate DoT damage and muuuuch less range...
I mean... seriously... am I the only that thinks this is flawed? This would be the perfect power to replace with a Snipe, or to enhance and make it a Snipe.
Then Ice Blaster would be on par with every other Blaster:
1 Snipe, 1 heavy hitter (BIB), and 2 moderate/minor hitters.
I know I've mentioned this before... but.. I just can't get over it.... LOL
But once again, I digress, my input isn't really valid due to my being a newb, but does anyone... agree?
Well, I'll mention this in the official forums when I get an account, heh. Sorry if I'm being obnoxious or annoying, I just can't get over BFR activation time/damage ratio... we all know that FR and Chillblain is way better than BFR right?
I also won't even mention the fact that every single Denfender secondary has a Snipe... making it so that the only "Blast" powerset that doesn't have a Snipe is Ice, and is exclusive to the Blaster AT... the AT that above all others should have the Snipe... so... LOL

Timing and the type of role you want to play should be considered for these answers. I am an advocate of Snow Storm, but not until later when you have Stamina and can handle a toggle. It is a very overlooked power, slowing enemies down and slowing their attacks as well. As for Recall Friend, it depends on what you want to do on a team. If you are getting it for the sole purpose of helping, you are almost putting yourself in a support role, where you are truly a damage dealer. As we have seen however, Ice is kinda gray about the difference. As a fire blaster, I play like a hired gun. I don't heal, I don't tp, I don't buff, I DESTROY!!! But maybe that's just me. lol

Bitter Freeze Ray does have a long activation time, but with the many lvls of plahying an ice blaster, to be able to hold a boss, you have to hit him in a row with BFR and then FR then he is held...the first hold won't hold him right away he will get an attack off before he is held and he might not get held....so you go into a boss BFR FR and bang in an ice cube and yuo can blast away at him, hitting a FR if you have to when it is recharged. That is the use of BFR or if you miss with FR it is help full because most of the time the baddie will only get one attack in while in the animation.

A Snipe with a hold effect would still serve the purpose of BFR though. It would just justify the loooong activation, and up the functionality of it as well as the Ice Blaster damage output. Yes?

A toggle is a continuous power. With Snow Storm, for example: You pick an enemy in the middle of the pack, and you click on your Snow Storm. The storm brews up and swirls, with that enemy becoming the epicenter of the storm. The storm continues to go and use endurance until one of 3 things happens: 1. The targeted enemy is defeated, 2. You run out of endurance (happens alot in early levels while you are blasting), 3. You get hit in such a fashion that your toggle gets knocked off. Some enemies have special attacks that will disorient you or put you to sleep, and when that happens your toggles will automatically shut off.
So if you plot your character out so that you get Stamina at 20, you don't have to worry about endurance so much. Thermablaze hardly ever runs out of end in a normal fight. Hope that clears things up a bit.
