Whirling Hands or Icicles in the early build? Primarily PvE some PvP.

Whirling Hands. Assuming you have Chilling Embrace, you don't need Icicles for aggro control until probably your 20s or 30s. I'd wait on Icicles until post-Stamina.

Ice is fortunate enought to have two taunt auras so icicles is definitely skippable. And Whirling Hands is a pretty fun power and EMs only AoE power.

exactly what i was going to say, but my post probably would have been more ramble-y. take WH, and enjoy it, the stun effect is more like an added bonus than something to expect every time, i've found.
